MINUTES
Wednesday, August 24, 2005

DISCUSSION ITEMS

Conservation Staff Reorganization
Tom Gumbart met with Tim Higgins to discuss scenarios for Department reorganization this fiscal year. Mr. Higgins was in agreement with what Tom presented: modifying existing job descriptions and creating a new Land Steward position. Mr. Higgins and Mr. Gumbart will meet with the Personnel Board in September to discuss the reorganization.

Johnny's Fudge Stand
Tom presented Cambridge's plan for a new parking lot at the south end of the Harrington Conservation Land along Rte. 117. The parking lot will accommodate approximately 4 parking spaces with an emergency access lane, stormwater retention basins and native plantings and permeable, stabilized surfacing for universal accessibility. In the preliminary stages, only a small portion of the trail will be universally accessible, but Cambridge hopes to coordinate with the Town to continue the accessible surfacing farther into the property. The fudge stand still needs to be moved off site or demolished. The Selectmen would like to see it moved, but the Conservation Department needs to decide whether or not this is something they want to maintain on conservation land. They will meet with Ellery Kimball at Blue Heron Organic Farm to determine if the stand is something she can use. If Blue Heron Organic Farm does not want the stand the Conservation Commission may support the Selectmen's effort to move the fudge stand but is not willing to incur the expense.

Dog Regulation Enforcement
Conservation Staff are meeting a lot of people at Mt. Misery who are thankful, in support of and complying with the new dog regulations. There are however, a few people that continue to disregard the new regulations. In order to enforce the regulations, the Commission needs to establish a fine structure and ticketing procedure. Tom will review existing applicable laws and procedures and work with the Conservation Staff to implement an appropriate system.

At Risk Property Committee Update
Committee is moving along with meetings and many interested parties have been involved. VHB will be presenting their preliminary plan for the BIIC property on September 13th, 2005.

Beavers near Food Project
While water is flowing through the culvert, beavers are still blocking a major portion of the culvert and backing up water. Tom has called the railroad about this issue several times and received minimal response. The Commission would like to respond to the situation before a large amount of trees die and will have Mike Callahan from Beaver Solutions assess the situation.

Hanscom Air Force Base
American Eagle will be submitting their Notice of Intent for housing redevelopment tomorrow. Tom would like to use Judith Nitsch Engineering for stormwater / hydrology review.

Carol School
Conservation Staff will continue to work with the school on a pond education and wetland restoration program.
