WETLAND FILINGS
Public Hearing – Notice of Intent Continued from September 7, 2005: American Eagle Corp., Hanscom Air Force Base. For demolition and reconstruction of 181 acres of residential housing.
Rick Gorman from Judith Nitsch Engineering was hired by the Conservation Commission to review the Hanscom drainage calculations. During the meeting he summarized a previously written review of American Eagle's plans. Mr. Gorman stated the project team needed to provide additional plans and written descriptions including grading, utility, new drainage plans and soil testing reports. He would like to see changes to the methodology for calculating stormwater runoff and storage as well as boring logs and cross section plans for the stream restoration area. Mr. Gorman was in support of the Commission's request that American Eagle explore options for incorporating Low Impact Development (LID) strategies, additional stormwater-catchment structures close to the homes and parking lots, decrease street width and eliminate some
sidewalks. American Eagle agreed to modify the grading plan to incorporate drainage swales and will look into areas for permeable paving and stormwater catchment areas from roof runoff.
The Commission would also like to see details on other parameters of Phase 1 of the project including road crossings, total existing and proposed area of building footprint in the buffer zone, grading plans, drainage structures and an emergency stormwater pollution prevention plan and back-up haybales available on-site. Commissioners were unclear how they would issue an Order of Conditions without 100% construction drawings. American Eagle suggested it was standard practice to continually update and revise the plans throughout construction and they would be willing to have a written condition stating that all relevant amendments shall be forwarded and reviewed by the Commission prior to implementation. All relevant conditions shall apply to amended plans. State and Federal representatives assured the Commission there will
be continued supervision throughout the construction process.
The Commission needs to continue the hearing until more detailed information is provided and both the Commission and Rick Gorman have time to review that information.
The Commission voted 6-0 to continue the hearing to October 5, 2005 at 7:45 pm.
Public Hearing – Notice of Intent: Newell, Sam. 75 Todd Pond Road (Map 104 Block 13 Lot 0). For a pond maintenance program to retard eutrophication and control nuisance vegetation.
Mark Bellow from Aquatic Control Technology represented Sam Newell with a plan to perform mechanical removal of aquatic vegetation from a 3,750 square-foot, man-made pond. They proposed a slow process of hydro raking that will remove invasive vegetation in approximately 1/3 of the pond and restore it to an open water condition. Some vegetation will be left around the edges of the pond to provide a natural buffer for wildlife. Silt fencing will be placed at the edge of the pond and the removed debris will be placed on existing lawn beyond the silt fencing. Mary Lincoln noticed a well established moss bed south of the pond and asked if that could be preserved by continuing the silt fencing up-slope of the moss. The applicant was responsive to the idea; wanting to preserve the plants. The applicant proposed to continue with
manual clearing through the next year and only revert to chemical treatment if no improvement is seen and further studies have been conducted. The Commission will require visual inspections and a written action plan prior to allowing spraying. They may also require a new Notice of Intent and may not grant permission for spraying in the future.
The Commission voted 5-0 to close the hearing.
DISCUSSION ITEMS
Storey Drive
The property is close to going on the market so the Deed Restriction needs to be prepared and finalized with Gary Lesanto.
Invasive Plant List
The state and partnering organizations have prepared a list of invasive plants to be banned from sale in the State of Massachusetts starting in 2006. Comments are due by the end of September.
Beaver at Mt. Misery
The beaver have moved down to the lower dam after piping was placed in the upper dam by Beaver Solutions. The Commission would like to be pro-active with this and other beaver problems and hire Beaver Solutions to install additional controls. Tom will draft a letter to MBTA regarding the dam at Baker Bridge Road and the train tracks.
Capital Budget
Jim Henderson will represent the Commission and advocate for a new tractor and replacement trucks.
State of Town
The Commission needs to prepare an annual report by October 10th. The focus of the meeting will be on the at risk Properties. Goals the Commission might want to report on include updating the Open Space and Management Plan and Tree Clearing.
NPDES
Angela has completed the annual report and has yet to print the maps of stormwater outfalls for further research and documentation.
Conservation Staffing
Tom has made recommendations for the department reorganization to Tim Higgins who will be arranging a meeting with the personnel board to review the changes.
