WETLAND FILINGS
Public Discussion: Concord Engineering Dept. For water discharge at Pine Hill.
Sean Divoll and Matthew Mostoller represented the Concord Engineering and Water Department with a plan to disconnect an existing combined stormwater and reservoir drain along the access road to the Pine Hill Reservoir. Stormwater from four catch basins along the access road will be discharged into a stone drywell as shown on the "Drain Outlet Relocation Plan" dated February 3, 2006. The drain outlet will also discharge water from the reservoir (approximately 2 million gallons of water over the course of a week) in the event of an emergency and approximately once every 10 to 20 years for routine maintenance. The reservoir was last drained in 1989 and currently there is no plan to drain the reservoir. Before the reservoir is drained, the tanks will be closed off for refilling and most of the water
will be sent to customers. The remaining water in the tank will be valve controlled during the draining process so to not cause significant flooding onto Lincoln Conservation Land. In the event of an emergency the designated area will flood conservation land, but the natural depression and sandy soils should be able to support the flow without any damage to the area. The Commission conducted a site visit prior to the discussion and felt the submitted plan was in fact the most suitable location for discharging the water. They wanted to ensure that the chlorine would be removed from the water before discharge and that all heavy equipment will remain on~the paved roadway during construction of the new drain outlet and drywell. In the event that damage does occur as a result of the reservoir draining, the Commission reserves the right to require restoration.
The Commission voted 4-0 to approve the project and will send a letter with conditions to the Concord Engineering Department. They would like to be notified before construction and before each reservoir draining takes place.
Public Hearing (Continued from February 1, 2006): Notice of Intent. Larry & Pauline Herthel. 199 Concord Road, Lot 3 (Map 97-Block 6-Lot 3). For grading and construction of a driveway within the buffer zone.
Dave Burke, Wetlands Resource Specialist was present to withdraw the Notice of Intent filed under the Town's Wetlands Protection Bylaw for Lot Three 199 Concord Rd. The application was for grading and driveway work in the outer 50' of the 100' buffer zone. The decision was a result of extensive consideration afforded to the permitting and construction process. The Commission will send a letter requesting that Mr. Herthel remove the loam pile that was placed in the buffer zone without a permit. Silt fencing should be placed on the wetland side of the pile and excavation should be done from the far end of the pile.
The Commission voted 4-0 to close the hearing. They will write a letter to Dave Burke acknowledging written and verbal receipt of withdrawal. Any future work within the 100' buffer zone will require a new filing.
DISCUSSION ITEMS
Town Master Plan
Generally, all those involved in the preliminary discussions were in support of the master planning process. The process was debated and will be refined in future meetings.
Realtor Letter
The Land Trust is planning to send out a letter to realtor's letting them know about the Conservation Land Database and other information that is available in the Conservation Office. The Commission is in support of this letter and feels it is in line with the efforts Peter Von Mertens and Angela Kearney made in 2005. It does not seem feasible to give realtors a digital copy of the database or sign out the baseline inventories, but the Conservation Staff is available to locate, copy and review property information with anyone who is interested.
Amphibian Crossing
Several roads are closed each year for amphibian crossing. Because this year has been unusually warm and with little snow, the critters have already started moving. We do not know whether there will be a mass migration on the first warm spring rain or whether they have been moving slowly to this point. The Conservation Department will keep their eyes out for movement.
Crosswalk at 126 and Old Concord Road
Tom Gumbart sent a letter to the Selectmen and Highway regarding the request to add or move a crosswalk across Rte. 126 at Old Concord Road. The Selectmen are looking for recommendations from Highway and Public Safety and may arrange a site visit in the near future. Some neighbors are concerned that it may become a permanent crosswalk. The Commissioners felt that it is currently the most common route across Route 126 and that it should be made a safe crossing particularly since the crosswalk at St. Anne's no longer leads to an accessible trail. Another thought was to install a boardwalk to reopen the trail from St. Anne's.
New Commission Members
The Commission has had several interested people coming to meetings. They are interested in having these people move forward with the application process if they remain interested in joining the Conservation Commission.
