WETLAND FILINGS
Public Meeting: Request for Determination of Applicability. Steinbrook-Thompson. 8 Pierce Hill Road. (Map 74-Block 29-Lot 0) For house and deck addition between 50 and 100-foot buffer zone.
The applicant proposes to enclose an existing screen porch and steps and construct a new three-season porch (181 sq.ft.), deck and steps. All work is outside the 50 foot buffer zone with the closest point being approximately 70 feet from the wetlands. The proposed work will take place on existing lawn. No erosion control is proposed because the new porch will be supported by Sono-Tubes which create minimal soil disturbance. The Commission requested that the applicant install heavy construction fencing off the corner of the house approximately 15 feet off the new addition to protect several large hemlock trees from construction disturbance. The Commission also noted that the status of delineated Intermittent Stream is actually a Perennial Stream and should be reflected as such on future plans.
The Commission voted 5-0 to close the hearing and issue a negative Determination of Applicability.
DISCUSSION ITEMS
61 South Great Road
Homeowners have requested a Certificate of Compliance for the slope restoration project. Tom Gumbart arranged a site visit for Monday May 22nd to review the Order of Conditions and site status. Tom will forward a copy of the Order of Conditions to the Commissioners prior to the site visit. Primary concerns for the site include satisfactory slope stabilization, on-going invasive species management and receipt of an as-built plan with the location of existing woodland edges, new trees and shrubs and the new path and dock.
Hanscom Drainage
Peter Von Mertens, Tom Gumbart and Angela Seaborg toured the Hanscom Family Housing Project Site to inspect stormwater outfalls and construction areas after the heavy rains. They were surprised to find very little water in the drainage ways and no flooding. Erosion controls were securely installed and the project appears to be proceeding smoothly.
Adams Woods Pond
Tom Gumbart and Anna Wilkins helped the Adams Woods Neighborhood load and unload sandbags at the earthen dam of the Adams Woods Pond. The dam is eroding below a large shrub that has grown out of the dam. While the dam is stabilized, the Association will need to come in with plans and a Notice of Intent for larger repairs on the dam.
Beavers
All the pipes throughout Beaver Brook from Mt. Misery to Rte. 126 are working fine.
Wetlands Brochure
The Commission reviewed several changes Angela Seaborg made to the wetlands brochure. This brochure will be sent out to landscapers that work in Lincoln and will be included in the May water bills in an effort to educate homeowners about their responsibilities when managing their land. The Commission hopes this outreach brochure will result in fewer enforcement actions from illegal cutting and dumping in the wetland buffer zone.
Rte. 126 Crosswalk
Chris Bibbo prepared a plan for the proposed crosswalk change at Rte. 126. Officer Gallo and Tom Gumbart support the plan. The plan will proceed to the Selectmen for final approval.
Selectmen’s Meeting
Four applicants were interviewed for Commission Member positions. Peter Von Mertens and Jim Meadors were at the meeting and gave a brief overview of the role and position of the Conservation Commission. They felt the meeting went well and there are several potentially good candidates. The Selectmen will make a decision sometime in June and asked about the potential for non-elected applicants to take on an Associate or other role with the Commission. The Commission will talk with the applicants who are not selected and inquire about their interest in participating as a liaison for a specific project.
Deer
Conservation Staff and Commissioners continue to receive calls regarding the increasing deer population in town. The Commission would like to be knowledgeable of previous work done by the Deer Task Force so Tom will re-distribute the Deer Task Force Report to the Commissioners.

Recycling Committee
At the recent Recycling Committee Meeting, Jim Meadors inquired about the possibility of adding a compost pile at the DPW facility. Chris Bibbo was very interested in the idea and is currently testing a large debris pile in hope of removing the pile and starting a compost pile in its spot. Commissioners were curious about the feasibility of not accepting grass clippings with pesticides.
