WETLANDS FILINGS

Notice of Intent Continued from March 21, 2007: New England Deaconess. 17-19 Cambridge Turnpike. (Map 14, Lots 13, 14, 15, 16). For construction of a 197-unit senior living facility.

As requested during their March 21st meeting, Brendan Quigley from Tetra Tech Rizzo flagged the perimeter of the proposed stormwater detention basins located within the 200-foot Riverfront Area. Brendan Quigley, Commissioners and Staff conducted a site visit to review the proposed stormwater basins on March 29th and requested additional information including larger-scale plans of the proposed basins depicting proposed grading, limit of work and rain-garden plantings and a sampling of cross-sections through the basins.

At the April 4th meeting, Dave Albrecht from Tetra Tech Rizzo presented plans that responded to the Commissions request. Large-scale plans of each detention basin with proposed grading, limit of work and new plantings allowed the Commission to understand the full extent of proposed work. By looking at a sampling of cross sections, the Commission noted that all the basins will be created from cut rather than fill and thus will result in limited disturbance of the down-hill or wetland side of each basin. The Commission will require all excavation and clearing work to take place from the up-hill side of the detention basins and will require a site visit with the project manager and landscape architect to review the exact limits of work and proposed trees to remove prior to any disturbance in the area. The Commission reviewed the stormwater calculations and felt the basins were properly sized and located to blend with the existing landscape and proposed development.

Prior to issuing a Certificate of Compliance the Commission will require a wetland restoration plan and will require a copy of the operations and maintenance plan for landscape practices and roadways throughout the development. The Commission was satisfied with the proposed rain-garden plantings and will include provisions for their survival and maintenance in the Order of Conditions. They will also require on-going monitoring and maintenance of exotic invasive species within the Riverfront and Buffer Zone Resource Areas. As discussed during their March 21st meeting, the Commission will require a Conservation Restriction approximately following a 25-foot offset from the proposed trail and encompassing most of the 100-foot Buffer Zone.

The Commission voted 6-0 to close the hearing.

DISCUSSION ITEMS

Zarella, Anthony. 83 Page Road (50-4-3)
James and Karen Dwyer, potential buyers of the property at 83 Page Road, submitted a revised site plan and written request for an extended Order of Conditions (DEP# 203- 723). The revised site plan included significant improvements to protect the wetland resource area. All pavement, the barn and virtually all the house have been relocated outside the 100-foot Buffer Zone. Because of setback restraints, it is likely that some portion of the house and grading will be necessary within the 100-foot buffer zone.

The Commission voted 6-0 to issue an extension of the Order of Conditions but remains concerned about temporary landscaping impacts. Any changes to the Site Plan dated 3-29-07 must be approved by the Commission prior to construction.

School Access Route
The Commission reviewed a draft emergency access plan for the school complex proposed by Jim Henderson and Tom Gumbart and prepared by Angela Seaborg. They asked to see additional proposed vehicle routes, existing and potential pedestrian routes and a few other minor edits prior to arranging a meeting with the school board and public safety officials.

Todd Pond – Aquatic Invasive Control
The Commission would like the Todd Pond Association to come in and discuss their findings and intent to treat the pond for aquatic invasive plants under Order of Conditions #203-745.

Memorials
The Commission would like to continue to encourage individuals to speak with the Lincoln Land Conservation Trust about placing memorials on public land. At this time, the Commission does not allow memorials to be installed on Town owned conservation land.

Buffer Zone Regulations
Commissioners will review the proposed changes to the Buffer Zone Regulations and discuss the changes at their April 18th meeting.

ACTION ITEMS

Commission voted 6-0 to accept a $500 donation from the Horse Show Committee of the Old North Bridge Pony Club.  This gift will be placed in the Conservation general purpose fund.
