WETLANDS FILINGS

Public Hearing – Notice of Intent. David Bau. 88 Lincoln Road (85-1-0). For teardown and construction of a new home within the Riverfront Resource Area.

At the June 6th public hearing Bret Manson, Wetlands Specialist, and Sheldon Pennoyer, Architect, presented a plan to tear down the existing home and construct a new single-family home at 88 Lincoln Road. They walked the property with conservation staff and commissioners on Tuesday, June 5th. Approximately 12,400 square feet of permanent and temporary disturbance will take place within the outer 100' of the Riverfront Resource Area. The proposed house will add approximately 2,996 square feet of impervious surface in the Riverfront Resource Area, but will remain within the footprint of the existing house, driveway and lawn. The majority of new, impervious surface is due to a proposed driveway. This driveway will replace an existing driveway of roughly the same size that is located completely outside the 200' Riverfront Resource Area. The existing driveway will be removed and restored to lawn and plantings. No alteration is proposed within the inner 100' of the Riverfront Resource Area or within 100' of the Wetland Resource Area.

The Commission questioned the necessity of building a new driveway within the Riverfront Resource Area. Sheldon Pennoyer explained that the reason for the new driveway is to provide a private play space from Lincoln Road, to create better sight-lines onto Lincoln Road and to work with the south-facing orientation of the proposed house to use solar power. Commissioners asked if the garage could be accessed from the back so the existing driveway could be used and private courtyard maintained. The proposed configuration sets the garage into the grade so it would need to be raised if they were to use the existing driveway. If they used the same orientation and existing driveway it would create more impervious surface and would likely result in the loss of two large pine trees. The proposed driveway would be built on existing lawn.  Jim Meadors questioned the width of the proposed driveway and wondered if it could be reduced to 10-feet wide. The applicant agreed to reduce the width to 10 feet (aside from the necessary apron at Lincoln Road) and offered to pave the driveway with porous asphalt. The Commission noted the proposal and requested a calculation of total impervious surface within the Riverfront Resource Area given the infiltration coefficient of the suggested treatment. They also requested a calculation of the total existing impervious surface on the entire property, including the existing driveway.

The Commission will require construction fencing to be placed around the drip line of all trees to be preserved and will require permanent markers to be installed along the western property line which abuts Town of Lincoln Land. Sheldon Pennoyer agreed to the markers and is also working with the applicant to manage their entire back field as a meadow/field rather than lawn.

The Commission agreed to invasive-species clearing and maintenance of a woodland path as delineated in the supplemental documentation dated June 6, 2007. Any additional invasive species/field-edge restoration work will require a separate permit from the Conservation Commission.

The Commission voted 7-0 to close the hearing and issue an Order of Conditions.

Public Hearing – Notice of Intent. Bob MacIntyre of Stream Enterprises LLC. Hangar 10 parcel at L.G. Hanscom Field. For redevelopment of Hanger 10 within the Buffer Zone Resource Area.

Tom Ennis from MassPort opened the hearing with a brief introduction of their intentions to redevelop Hanger 10 at Hanscom Field. For all MassPort buildings they instruct their consultants to try and achieve LEED Certification in sustainable design and construction. As much as possible they look to incorporate green building techniques, use locally produced materials for the building and landscape and minimize building footprints and impervious surfaces wherever possible. Bob MacIntyre from Stream Enterprises, LLC. discussed the details of the Hangar 10 Redevelopment. Work will take place within 5-feet of the wetland resource area, but there will be an overall reduction of 14,000 square feet of impervious area. The new hangar will be located on existing pavement and will be surrounded with new areas of lawn and plantings. The applicant will be improving stormwater filtration through the creation of a defined parking area which will drain to a ‘downstream defender’ that filters everything from trash to suspended solids.  Installation of new fuel tanks may require groundwater pumping, but all water will be filtered prior to discharge.

The Commission conducted a site visit on Tuesday June 5th. They noted the significant decrease in impervious surface and felt the project would be a significant improvement over the existing development.

The Commission voted 7-0 to close the hearing and issue an Order of Conditions.

DISCUSSION ITEMS

Emergency School Access Route
Jim Meadors, Jim Henderson and Peter von Mertens met with members of the School Committee and Public Safety to discuss options for building a secondary, emergency access route from the Lincoln Road School Campus. The Commission members presented a plan with alternative locations and the pros and cons of each alternative. Many routes present distinct challenges with wetlands crossings and private/conservation property disposition. The School Committee will hold a public meeting to discuss the alternatives with the community. The Conservation Commission would like copies of any documentation requiring such access route and would also like to understand how other schools in the area that do not have a secondary, emergency access routes have solved this challenging problem.

Local Emergency Planning Committee – Field Exercise
Tom Gumbart sits on the Local Emergency Planning Committee which is currently planning to hold a field exercise at the Lincoln Schools. This event will likely take place in the fall or spring.

4th of July Parade
The Conservation Commission is interested in working with the LLCT and RLF to create a float for the 4th of July Parade. Jim Henderson will coordinate for the Commission.


No-net-loss – State Legislation
The Conservation Commission voted 7-0 to support to support the no-net-loss State Legislation. Tom Gumbart will draft a letter of support on behalf of the Commission.

Draft Open Space Plan Review
Copies of the final draft of the Open Space Plan have been distributed to interested town boards and conservation organizations and is available on the Town Website. The Open Space Committee is looking to receive comments and letters of review from the boards and organizations by June 30, 2007. The Commission will have formal review of the document at its next meeting on June 20th.

Farrar Pond Aquatic Invasive Plant Treatment
Farrar Pond Association requested permission to treat a new aquatic invasive plant under their existing Order of Conditions. The Commission is in support of limiting new introductions of invasive exotic plants early and voted to allow treatment of the pond under the existing Order.

Hollingsworth Property
Tom Gumbart and Angela Seaborg are continuing to work with Tim Higgins and the Board of Selectmen to prepare a conservation plan for the property at 18 Twin Pond Lane. They will be presenting the draft plan to the Board of Selectmen on Monday June 11th at which point they will move forward with drafting the conservation restriction. The Conservation Commission will have a chance to review the conservation restriction prior to its execution.

Sunnyside Stream Restoration
Minute Man National Historical Park received grant money to daylight and restore the upstream portion of the stream flowing under Sunnyside Road and leading into Elm Brook. The downstream portion was completed in 2006. The design team may contact the town to incorporate some drainage improvements and culvert replacement if funds are available.

Regulations for use of conservation land
Anna Wilkins and Tom Gumbart met with Kevin Mooney from Public Safety to discuss coordination and enforcement of regulations on town conservation land. This will require further discussion amongst the Conservation Commission regarding the regulations. Tom Gumbart will forward the current regulations for discussion at the June 20th meeting.

Love Lane Trail
Conservation Staff will continue to coordinate improvements to the trail behind Love Lane. Love Lane remains willing to help with the project and is available to allow the use of their property to complete the work on a Monday or Tuesday morning.

Beavers at Mt. Misery
Beaver Solutions cleared the culvert under the road between St. Annes and the Lindentree Farm. This should help to alleviate the water level in the ponds and flooding of the farm fields.
