WETLANDS FILINGS

Informal Discussion: James Dwyer. 83 Page Road. (50-4-3). To discuss changes to the approved house plan on the existing Order of Conditions.

David Crispin, engineer and James Dwyer, homeowner came before the Commission to discuss changes to a new house that was previously approved under an existing Order of Conditions. The new house would include approximately 8,500 square feet of work in the Outer Buffer Zone Resource Area, 7,500 square feet of which is grading and landscaping. The additional work includes approximately 65 square feet of structure and 1,000 square feet of terrace. The applicant will be submitting a Notice of Intent for the November 28th meeting. The Commission agreed to conduct a site visit on Friday, November 16th at 7:30am.

DISCUSSION ITEMS

Review proposed trails on town-owned conservation land to be open to bicycles
The Commission reviewed proposed trails on town-owned conservation land which may be suitable for bicycle use. Sara Lewis reviewed the goals for the proposed changes which include: connections within town – primarily between the Lincoln station, the schools and Lincoln center; and providing recreational opportunities to kids and adults. There are currently 6 miles of trails and roadside paths open to bicycles (out of 80 miles total). Specifically, the Commission is reviewing trails that are currently on town-owned conservation land and giving priority to existing fire roads. The Commission will discuss critical links that cross Land Trust land with their representatives once agreed upon. The Commission identified the highest priority trails which included a trail to connect the mall and schools through Codman East and Bergen Culver (would require coordination with the Land Trust); the hemlock trail behind the Codman Estate to the rail road tracks with secondary access to Woods End Road; the trail from Umbrello to Todd Pond Road; the trail around the east side of Mt. Misery and connection between the Canoe Landing and Mt. Misery parking lots; and the trail between Sunnyside Lane and Brooks Road. These trails total approximately 3 miles, form critical links, connect to existing bike trails and are primarily located on fire roads.

The Commission voted 4-1 to open the designated trails to bicycle use. They will revise the bike map, post trails and monitor activity into next summer and make additional changes if necessary.

New wetlands regulations – DEP Revisions
Revisions include changes to the timeline for Appeals Court to render a decision and the participation requirements for the appeal process.

Operating Budget
Tom Gumbart will forward the base budget and preferred budget to the Commission for review.

CPC Proposal
Tom Gumbart prepared and submitted a detailed proposal for an invasive species clearing project on town-owned conservation land.

Trail work near Love Lane
Conservation staff will be stabilizing the trail behind Love Lane Riding Facility with gravel the week of November 12th.

At-risk property meeting
The At-risk property committee, neighbors and residents will meet on Wednesday, November 14th to discuss a potential development project at the Legatt/Mecall property on Winter Street.
