DISCUSSION ITEMS
Public Discussion: Warren Flint/Jamie Atkins. 5 Sandy Pond Road (53-6-0). Review of garage.
Under the existing Conservation Restriction for this property, the Commission reviewed a slightly revised plan prepared by Jamie Atkins and her architect. This plan incorporates the shed into the main garage structure as requested by the Historic District Commission and allows for greater views into the fields from the Lattimore property. The Zoning Board of Appeals held a preliminary review of the proposed location and continued their hearing contingent on the Conservation Commission’s decision. The Commission listened to additional concerns expressed by the Lattimores and concluded that the revised plan was a compromise solution that improved the views from the abutting, private property and maintained the views from Sandy Pond Road.
The Commission voted 4-0 to approve the detached garage as shown on the Proposed Site Plan dated October 18, 2007 and revised January 21, 2008. The front wall of the garage shall be located along the same line as the back wall of the main house and the southeast corner shall be setback 25 feet from the side-yard property line. The garage doors must face Sandy Pond Road with the turn-around area on the east side of the garage. All asphalt between the west side of the garage and house shall be removed. The Commission believes that this location and orientation will preserve the intent of the Conservation Restriction such that the accessory structure, “shall be no more than 500 square feet; shall be located north of the house; and shall preserve the views into the fields from Sandy Pond Road”. This location is a compromise
solution from a previously approved location (as depicted on plan dated October 18, 2007) in an effort to increase the views into the field from the neighbor’s garage and house.
Konstandakis, 22 Old Cambridge Turnpike (22-6-0): Enforcement Order Update
Nicholas Konstandakis came before the Commission with a preliminary plan to install a pool on the east side of his house within the 50-foot Buffer Zone Resource Area. The area is currently disturbed from the installation of the leach field. The Commission noted that there is currently an open Order of Conditions and an Enforcement Order on the property. They also noted that the Commission would have several concerns with such a proposal, but can not make a formal decision without a formal filing with full construction details.
Tom Conroy Supports Invasive Aquatic Management Efforts
Tom Conroy’s office is working with Lincoln, Sudbury and Wayland to apply for funding to work on aquatic invasive plant management projects. Efforts might include the purchase of an aquatic weed harvester. While the Commission is supportive of such an initiative and has been coordinating with the area towns to battle invasive aquatic plants along the Sudbury River for several years, they want to make sure everyone is aware of the real costs associated with the purchase, storage and maintenance of such equipment. Funding might be obtained specifically targeting the water chestnut control project in Fairhaven Bay of the Sudbury River.
Codman Estate Tree Management Plan
The Massachusetts Arborists Association will be holding a volunteer work day at the Codman Estate on April 25th to prune and remove trees. Conservation Staff and commissioners attended a site visit with representatives from the Codman Estate, Lincoln DPW, and the Tree Warden to review the proposed trees to be cleared and pruned and discuss required permitting. The street trees will require a public hearing under the Public Shade Tree Act. This can be held at the same time as the wetlands hearing for work within the Buffer Zone Resource Area.
Agricultural Licensing Program
Request for applications have been sent out to the local farmers and are available in the Conservation Office. Proposals must be submitted by the end of February. The Commission will review the proposals in March and sign licenses with the agreed upon farmers shortly thereafter.
School Emergency Access Road
Jim Meadors attended a meeting with Mickey Brandmeyer and the School Committee to discuss their current thinking for the emergency access route. The road would cross the school-owned field and meet up with Sandy Pond Road through the Rizzo driveway. There is currently a culvert and crossing in the proposed location. Depending on the amount of work needed to make this a viable access point wetlands permitting may be required. The School Committee will hold a site visit on Monday, February 11th to discuss the project.
