WETLANDS FILINGS
Public Meeting: Lawon Suh – 31 Mill St.(20-3-0) – Construction of a new home, grading and temporary disturbance within the Buffer Zone Resource Area.
David Burke, wetland resource specialist and Tim Taylor, attorney represented the applicant with a plan to construct a single-family house in the outer Buffer Zone Resource Area to isolated vegetated wetland on a previously developed lot at 31 Mill Street. Proposed alterations include approximately 1,606 square feet of a single-family dwelling and impervious driveway. This is an increase of 240 square feet of impervious area within the outer 100-foot Buffer Zone Resource Area. The applicant also plans to remove approximately 1,100 square feet of impervious surface in accessory buildings and asphalt driveway outside the 100-foot Buffer Zone Resource Area. The closest point of permanent disturbance is approximately 70 feet from the Wetland Resource Area.
The new, single-family house was sited in the location of the existing dwelling because of stipulations set forth and previously approved by the Planning Board and Zoning Board of Appeals. The proposed location also limits new disturbance to other areas of the property, requires the removal of only three small trees, and preserves wildlife habitat in the front yard along Mill Street and at the rear of the property.
The Commission noted that the proposed work will not significantly impact the interests outlined in the Lincoln Wetlands Protection Bylaw. The Commission requires that the 50-foot Buffer Zone Resource Area be marked with permanent markers for future reference and will require a stormwater test prior to issuing a Certificate of Compliance to ensure that runoff from the driveway enters the catch basin and CULTEC infiltration chambers.
The Commission voted 4-0 to close the hearing and issue an Order of Conditions at the March 5th meeting.

Route 2 Crosby’s Corner Project – Wetlands Filing Expected
There will be a 75% Design Phase Meeting on Monday, February 25th at 7:00pm in the Donaldson Room at the Lincoln Town Offices to discuss the progress of the Route 2 Crosby’s Corner Project. The Commission was pleased to see that several letters were submitted requesting the consideration of wildlife underpasses.
Booth Conservation Restriction
Commissioners will review the Draft Conservation Restriction for discussion and approval at the March 5th meeting.
Roadside Vegetation Management Plan
Angela Seaborg discussed the progress Anna Wilkins, Conservation Land Manager has made with respect to the Roadside and Conservation Land Vegetation Management Plans. Anna Wilkins has compiled a significant amount of research and preliminary materials for the State required Vegetation Management Plan. She prepared a DRAFT Roadside Vegetation Management Plan for Chris Bibbo, Highway Superintendent to review and revise as appropriate. She is also working on a specific Vegetation Management Plan for Conservation Land. The Commission would like Anna to attend an upcoming meeting to discuss the Vegetation Management Plans in greater detail. This information will allow the Commission to begin discussions about best management practices and policies for the use of chemical herbicides on conservation land and near wetland resource areas.
