WETLANDS FILINGS

Notice of Intent. Ruth Ann Hendrickson. 253 Concord Road. (116-16-0).
For reconstruction of a two-car garage, expansion of a driveway and retaining walls within the 50 and 100-foot Buffer Zone Resource Area.

Markus Pinney represented the homeowners with a plan to replace an existing 369 sq.ft., two-car garage with a 600sq.ft. two-car garage. The total increase in permanent impervious area within the 50-foot Buffer Zone Resource Area will be 231 sq.ft with a distance of 25’ from the Wetland Resource Area. In association with the project, five trees will be removed. Two new retaining walls, totaling 35 linear feet, will be installed off the north and west corners of the garage within the 50-foot Buffer Zone Resource Area and approximately 100 sq.ft. of new stone driveway will be added within the outer 100-foot Buffer Zone Resource Area.  A sedimentation control barrier and construction fencing will be installed within five feet of the project perimeter; all equipment will work from the existing paved driveway and no materials will be stockpiled on the site during construction. The applicant proposed mitigation plantings in other woodland areas on the property with suitable native plants proposed in the Notice of Intent application in addition to Mountain laurel and Rhododendron maximum as requested by the Commission. The Commission also requested that they install a stone drip edge along the southern edge of the garage to help infiltrate roof runoff. In addition to the garage reconstruction, the applicant requested permission to remove additional trees including non-native invasive Norway maples from the south side of the garage. The Commission agreed to this work with prior permission from the Commission and/or its staff in the field. The Commission noted the plan to install a new septic system outside the 100-foot Buffer Zone Resource Area and to pump and collapse the existing system within the outer 100-foot Buffer Zone Resource Area.
Several neighbors reviewed the plan and had no concerns. The Commission felt that the proposed reconstruction project was thoughtful in it use of existing infrastructure, necessary given the condition of the existing garage foundation and they felt the proposed plantings provided sufficient mitigation for the impacts created by the increased area of the structure.

The Commission voted 5-0 to continue the hearing to 9:15 on May 6, 2009.


DISCUSSION ITEMS

HATS – The Hanscom Area Towns Steering Committee is meeting in the Donaldon Room at the Lincoln Town Offices on April 23rd at 7:30pm. The focus of the meeting will be on conservation related issues within the various Towns. Tom Gumbart will attend the meeting and hopes that Commissioners will be able to make it as well.

Gutierrez – The design team requested a few minor changes to Condition #39 of the Order of Conditions. The Commission reviewed the proposed language and voted 4-0 to replace the language of Condition #39 with the addition that the scope of work shall be agreed upon in the field by Conservation Staff. Angela Kearney will make the necessary administrative changes to the Order of Conditions.

Wednesday Morning Walks –Tom Gumbart has had a great turnout for the Wednesday morning walk series. Between 20 & 30 residents of Lincoln and nearby Towns have attended the walks.

4th of July Float – Sara Lewis suggested that we make a Conservation banner for use during the 4th of July parade each year. Angela Kearney will look into the details for this.
