LINCOLN CONSERVATION COMMISSION
Meeting Minutes – August 26, 2009

COMMISSIONERS PRESENT:  Peter von Mertens (co-chair), Jim Meadors (co-chair), Jim Henderson, Joyce Hersh, Ben Horne.  STAFF:  Thomas Gumbart, Angela Kearney.

WETLANDS FILINGS

PUBLIC HEARING (Continued from August 12, 2009) - Notice of Intent – Hunt Building Company, LTD for family housing renovations and infrastructure work within the Buffer Zone Resource Area and Riverfront Resource Area at Hanscom Air Force Base in Lincoln (Map 7-Block 3-Lot 0).  
Dave Pickart and Ken Staffier from VHB submitted additional information requested by the Commission including: a pollutant loading analysis, pet control provisions, and a stormwater treatment summary. VHB’s calculations showed that there was an overall decrease in stormwater outflows and bacteria counts from both the pre-existing conditions and from the American Eagle Project. The Commission retained Bill Jones from John Crowe Associates to review the engineering and stormwater plans. Mr. Jones anticipated receiving the information for review and expected to be able to complete the review by the September 16th meeting. The Commission wanted a clear understanding of buildings and infrastructure that remain to be built from the original American Eagle Plan. The Commission also wanted to further understand the impacts on the Shawsheen River from the entire, 180-acre housing area, in addition to the impacts from the proposed work to be done by Hunt-Pinnacle.
The Commission voted 5-0 to continue the hearing to September 16, 2009 at 7:45 pm.
DISCUSSION ITEMS
Pierce Pond Drainage Improvement Project – Tom Gumbart put together an RFP and specifications for fixing the drainage at Pierce Pond. He will be preparing a Notice of Intent for the work to be completed in October 2009.

Newell Property – The Newell’s are planning on coming before the Commission with a plan to build a small addition within the Buffer Zone Resource Area and to perform additional management of nuisance vegetation and sediment in their pond.

Macintosh Land Culvert Repair – Conservation Staff plan to repair the culvert during the week of September 1st.

State of the Town Report – Tom Gumbart will prepare a draft Conservation Update.

Plant Salvaging Program – Angela Kearney discussed the possibility of partnering with the Garden Club and interested citizens to set up a plant salvaging program. The Commission felt it would not be practical to host the program, but were in support of researching a mechanism for connecting interested people.

Future Agenda Items – Backup CR’s on deeded conservation land; Process and Project Review; Fines for Enforcement Orders.
