Meeting Minutes – October 7, 2009

WETLANDS FILINGS
Public Hearing - Notice of Intent (continued from August 26, 2009) – Hunt Building Company, LTD for family housing renovations and infrastructure work within the Buffer Zone Resource Area and Riverfront Resource Area at Hanscom Air Force Base in Lincoln (7-3-0).
VHB submitted a response to the peer review letter by John Crowe Associates including a revised stormwater analysis, additional infiltration data, a complete list of plans and documents that were submitted and a commitment to submit a comprehensive plan set to the Commission. Because their response was submitted on the day of the hearing, the Commission’s consultant, Bill Jones did not have time to adequately review the submission and thus requested that the Commission continue the hearing to October 21st.
The Commission voted 6-0 to continue the hearing to October 21, 2009 at 7:45 pm.
Public Hearing - Notice of Intent – Town of Lincoln –for culvert and headwall replacement and sedimentation basin cleanout at Pierce Park (Map 65-Block 18-Lot 0).
Tom Gumbart presented the plan to repair and restore drainage pipes and headwalls at Pierce Pond. Fourteen bids came in to complete the work with the lowest at $37K from SumCo. The project will be awarded to them and all parties will meet on site on October 19th to discuss the details. Tom Gumbart will oversee the project and Conservation Staff will perform plant and bank restoration activities as needed.
The Commission voted 7-0 to close the hearing and issue an Order of Conditions.
DISCUSSION ITEMS
MacDowell Property – 0 Old Sudbury Road (126-1-0) – Chapter 61A Conversion
Tom Gumbart met with the Board of Selectmen to discuss the recent letter submitted to the Town from Roy MacDowell stating his intention to convert chapter 61A land to residential housing. The Selectmen agreed to work with the Conservation Commission to arrange an appraisal on the property. A wetlands delineation is being completed by Mr. MacDowell and will be forwarded to the Commission upon its completion. The Commission may wish to hire an independent consultant to check the wetlands line.
Invasives Clearing Project – 67 Winter Street (91-4-0)
Angela Kearney reviewed a recent invasive-species removal request for 67 Winter Street. The project involves hand removal of Japanese knotweed and other invasives around a portion of pond edge on the property. The applicant proposed direct stem application of herbicide and submitted a proposed plant list for restoring the are to a native bank habitat. The Commission was satisfied with the project. Jim Meadors wanted to ensure that the Commission was following up on the various invasive species removal projects around Town and that they were, in fact, being restored with native plants. Angela Kearney will arrange for follow-up site visits to the projects that have been allowed.
Millard CR – 26 Tabor Hill Road
The Commission voted 7-0 to approve the Millard CR.
St. Anne’s Trail
Ari Kurtz recommended that the Commission re-open the trail from the back of St. Anne’s parking lot to Lindentree Farm. The beaver have built it back up above the water line and it would help to re-establish the trail connections. He will coordinate with Anna Wilkins to discuss mowing the trail.
