The meeting was called to order at 7:30 pm in the Board of Selectman's office in the Lincoln town offices.
The chair welcomed Stuart Haber, who has been appointed by the Town Moderator to a three-year term on the Finance Committee.
There was a discussion of the comprehensive long-term planning process for the town. The Planning Board is considering asking the Special Town Meeting in November 2006 to provide funds for a consultant to facilitate this process. Although the amount has not been determined, it is likely to be about $20,000. Further funding may be requested at Town Meeting in March 2007. The Finance Committee is supportive of the November 2006 request, although it will discuss this again after the exact amount is known.
Eric Harris from the LSRHS School Committee and members of the LSRHS building committee made a presentation about the funds remaining after the construction of the new high school. This is about $200,000 to $300,000. The school committee has control over these funds, but is seeking input from the two town’s finance committees. The LSRHS School Committee hopes to put these funds toward renovation/replacement of the football field, track, and bleachers at the high school. The Finance Committee was unanimous in supporting this use of the funds, provided that the Sudbury Finance Committee also supports this.
There was a discussion of the FY '08 budget guideline. This guideline will be set at the October 12, 2006 meeting.
There was a discussion of the Emergency Reserves policy, which was adopted in December 2003. The chair will draft a clarified version for consideration by the committee.
