June 26 2007 Meeting

        The meeting was called to order at 7:35 pm in the Board of Selectman's office at Lincoln Town Hall.

        The committee met with Mickey Brandmeyer, Superintendent of the Lincoln Public Schools, for a report on year-end spending and an update on the FY '08 budget. The FY '07 year-end spending totaled $122,217, including $51,995 for the reconstruction of the Smith School kitchen, $25,000 to prepay special education out-of-district tuitions for FY '08, and $11,650 to pre-purchased paper and janitorial supplies.  In FY '08, the School Committee has established four sections of second grade because of increased enrollment, not three sections as initially planned and budgeted. At present, the Schools are not making a reserve fund transfer request to cover this cost. Out-of district tuitions for special education students are more than $200,000 less than anticipated, although the situation could change.

        Health insurance premiums for retirees from the Hanscom campus of the Lincoln Public Schools are now paid for through the DODEA contract. Previously, Lincoln had paid them. The annual amount is about $210,000.

        The committee discussed the school department budget. In the fall of 2008, the superintendent and a representative of the School Committee will be asked to brief the committee with regard to special education spending and year-end spending.

        The minutes of the 6-5-07 meeting were approved.

        The chair welcomed Ellen Meyer Shorb, who has been appointed to a three-year term, effective July 1, 2007.

        The committee set liaison assignments for 2007-8. The committee will not have a vice-chair in 2007-8. The chair will be the liaison to the Town. Mary Hartman will be the liaison to the Capital Planning Committee and to the Pierce House. Stu Haber will remain as the liaison to the Lincoln Library and Minuteman. Paul Giese will be the liaison to the Comprehensive Long Range Plan and to the Water Department. John Robinson will be the liaison to the Lincoln Public Schools and to tax-relief programs for seniors. Ellen Shorb will be a liaison to LSRHS and represent the committee on the Affordable Housing Trust. John Koenig will be the liaison to the Community Preservation Committee and a liaison to LSRHS. Paul Giese and John Robinson will be in charge of the model and work with Stu Haber, who is anticipated to be in charge of the model starting in July 2008.

        The committee reviewed additional information about the reserve fund transfer request for Police Overtime of $34,000 that was approved at the June 5, 2007 meeting. The Police Department has determined that $7,294.20 toward the School Crossing Guard is available through a School Department Account. The Town has requested that $7,495.20 of the amount previously transferred be rescinded. This was approved by unanimous vote. The remaining balance in the reserve fund is $195,547.19.

        The committee discussed the Comprehensive Long Range Plan and the process for hiring a consultant. Stu Haber will participate in the selection process on behalf of the committee. It is expected that a consultant will be selected in August.

        The committee's next scheduled meeting is on Thursday September 13, 2007 at 7:30 pm.
