September 5 2007 Meeting

The meeting was called to order at 8:00 pm in the Board of Selectman's office at Lincoln Town Hall.
The minutes of the 6-26-07 meeting were approved.
The purpose of the meeting was to set the agenda and meeting dates for the fall.
---The committee will meet with the chair of the Lincoln School Committee and the Superintendent of Schools in October to discuss school year-end spending and procedures to manage the swings in special education spending.
--The Comprehensive Long Range Plan and the hiring of a consultant were discussed. Stu Haber has continuing concerns that the committee lacks the resources to write the report and integrate the various sections into a coherent whole. He will communicate his concerns to the town planner and others involved in developing the plan.
--The financial situation of the Pierce House was discussed. Mary Hartman will draft a statement with specific recommendations about how to improve the financial situation. The committee will review the statement..
--The chair and John Koenig will meet with the Town Administrator in October to discuss a possible long-term debt policy.
--The chair will discuss Article IV of the Town By Laws, with regard to the Finance Committee and its relation to other Town offices and committees.
--The At-Risk Property Committee was discussed. The committee has been reformed and will be considering a proposal involving a property on Old Country Road. Paul Giese will be the Finance Committee representative.
--Paul Giese and John Robinson will begin to put together the financial data that the committee will review before setting the FY '09 spending guideline.
--The chair will contact Judy Belliveau, the director of finance and operations at LSRHS, about an initial FY '09 budget meeting.
The committee will next meet on October 5, 2007.
The meeting was adjourned at 9:30 pm.
