June 19, 2008
Lincoln Finance Committee
Present: S. Haber, M. Hartman, J. Koenig, E. Shorb, R. Steinbrook (chair)
Absent: P. Braun, L. Sander
Minutes submitted by: R. Steinbrook
The meeting was called to order at 8:00 pm in the selectman's office at Lincoln Town Hall.
The minutes of the meeting of May 29, 2008 were approved.
The committee discussed the financial situation of LSRHS and goals for the FY '10 budget cycle.
The committee met with Julie Dobrow, chair of the Lincoln School Committee, and Mickey Brandmeyer, superintendent of the Lincoln Public Schools. There was a report on planned year-end spending. Other matters discussed included GASB, classroom assistant positions, risk-management strategies to control the cost of utilities, special education costs and state reimbursement, the new three-year contract with the Lincoln Teachers Association, and a proposed memorandum of understanding between the Bedford and Lincoln School Committees with regard to high school students from Hanscom Air Base. These students attend Bedford High School.
At the Lincoln Public Schools, kindergarden enrollment for FY '10 is higher than was anticipated when the budget was developed. The School Committee is uncertain if the number of kindergarten sections will need to be increased from three to four, which could result in a reserve fund transfer request. The chair will discuss the situation with Superintendent Brandmeyer after the School Committee next meets.
The committee will next meet on Wednesday September 3, 2008. The agenda includes setting the fall schedule and a discussion of ways to improve the capital planning process.
The meeting was adjourned at 10:20 pm.
