Meeting Minutes
July 2, 2002, 7:30 p.m.

Minutes of the May 7, 2002 meeting approved.

Demolition Delay Review:

Jon and Kikuko Mills, 186 Weston Road
Mr. OConnell was representing Mr. & Mrs. Mills who were out of the country.  They purchased this property in June and would like to tear down the existing house and build a 3,000 to 3,500 sq. ft. home, which would be within a building envelope shown on a plan by John Hamel dated June 14, 2002.  Mr. Mills knows that he needs to go before the Zoning Board of Appeals because the lot is non-conforming.  Mr. Mills stated in a letter to the Members that the house includes a dining room, living room, kitchen, two bedrooms, and one bathroom.  It is a wood frame, two-story structure with a fieldstone basement that is unfinished and that over the years the house has had problems of structural integrity, septic system, and the outdated mechanical systems in the building.  After a brief discussion, the members voted unanimously to approve the demolition application with the understanding that Mr. Mills go to the ZBA for approval before removing the structure.

Other Business:
The Members were informed that the Town is changing the locks on all the doors in the Town Offices and that only the Chairman of each Board will receive a key, which cannot be duplicated.   The doors at the rear of the building will be locked at all times.

The members continued an informal discussion regarding the identification of houses, which they would like added to the Historic District.  A list of approximately 93 properties was prioritized as to the importance of inclusion in the Historic District with 1 being the highest priority and 3 being the least.  The next step will be to compile a history of each property and see if there would be funds from the Town or perhaps the Codman Trust to fund this project.  Jack MacLean said that he would be willing to help with this project.  It was also acknowledged that no parcel could be added to the Town of Lincolns Historic District without permission from the owners and a vote at Town Meeting but that parcels may be added to the National Register without owner approval.   The discussion will continue at the August 6 meeting.   Mary Spindler handed out a copy of the original letter dated Nov. 20, 1980, which was sent to the residents about inclusion in the Historic District for their review.
