Meeting Minutes
November 12, 2002, 7:30 p.m.

Minutes of the October 8, 2002 meeting were approved.

Demolition Delay Review:

Richard and Heidi Nichols, 208 Old Concord Road:
Heidi Nichols came before the members to discuss the proposed demolition of the existing dwelling at 208 Old Concord Road.  She said that the dwelling was approximately 60 years old and tired.  The house is on a slab and they would like to have a basement and a second story, which would require removing the roof.  The infrastructure needs to be completely redone.  They are planning on building a farmhouse with an attached barn.  The new dwelling will be moved back 10 to 15 feet, which will make it conforming.  They will need to go before the Planning Board because the barn will bring the square footage over 6,500.  After a brief discussion, the members voted unanimously to approve the demolition application.

Other Business:
The members continued an informal discussion regarding the identification of houses, which they would like added to the Historic District.  Henry Hoover, Jr. brought in a list of modernist houses, which he and Dana Robbat had compiled.  Modernist houses have an air of simplicity to them and didnt put something there just to be decorative. They are somewhat unique to Lincoln and, therefore, a part of what Lincoln is and people should be made aware of the importance of this style of house to the Town. There was a discussion about the ability to put houses in the Historic District, which cannot be seen from a public way and whether Conservation land was considered a public way.  It was discussed that one of the first steps was to contact people in these neighborhoods who support this effort and get their help in bringing in the whole neighborhood.  Mr. Hoover said that he would come up with a more comprehensive list for next meeting and perhaps after that the members could drive by and check them out.  The members felt that a public meeting or lecture should be held at Bemis Hall so that the Town could be educated on the importance of these houses.  Mr. Hoover mentioned Gary Wolf and David Fixler as two individuals who may be able to give a talk about this subject.  Mr. Hoover will call Mr. Fixler first to see if he is interested in giving a lecture on this type of architecture.  He will get back to the members before the next meeting.  Mr. MacLean mentioned that the Thoreau Institute on Baker Farm Road is interested in putting their place on the National Register and would like the members to put their seal of approval on this, which could help the Institute with fund raising and government funding.  The members told Mr. MacLean to tell them that LHC would support them.  They would like to proceed and see if the neighbors want to go with a neighborhood application, which it was felt that the Mass. Historical would prefer.   
There was a discussion about availability of funds to help with the expense of researching each parcel to be considered for the Historic District.  The two possibilities were to ask the CPA and Codman Trust for help in funding this project and Colin Smith said that he would look into these two options and get back to the members, and the members felt that $10,000 would be an amount to ask for.
