October 7, 2003, 7:30 p.m.

Minutes of the September 9, 2003 meeting were approved as written.


118 Lexington Road (demolish existing barn):
The LHC member again voted unanimously to deny the request to demolish the existing barn at 118 Lexington Road.   The members reviewed the report written by Colin Smith to the Building Inspector informing Mr. Midgley of their decision to deny the demolition of the existing barn.  The report was unanimously approved by the LHC members and signed by Colin Smith and will be given to the Building Inspector and Tim Taylor, Attorney for Lexington Road Development LP.   A demolition permit may not be issued for a period of six months from the date of October 7, 2003.


Lighting at Library Lane:
Sara Mattes explained to the members the steps that have been taken to address the public safety, parking and lighting issues, which have plagued the Library and surrounding neighborhood.  The members discussed the lighting for Library Lane.  Colin Smith said that the locations of the lights are marked on site and made a diagram on the board to show their approximate location.  Colin and Ken Hurd staked the lights and some were amended slightly but with their approval because of concerns for about the effects on some trees.  There will be 5 lights, which will be approximately 48 feet apart and 12 feet tall.  Jennifer Donaldson, an abutter, approves of the lighting.  They do not cast a light behind the pole, which means that the house sides are shielded.   The light is recessed in the fixture and is a 50-watt lamp of soft incandescent color. The lights would be on the same timer as the other Library lights and would go off automatically at approximately 8:45 pm.  David Ries made a motion to approve the installation of five 50-watt lights in the approximate location as shown on the sketch, which was seconded by Eleanor Fitzgerald and the members unanimously approved the motion.  There was also a discussion of replacing some of the mercury vapor type of streetlights to the admirals hat type, which could be done for the 250th celebration.  Sara Mattes said that the members would need to write a letter to the Board of Selectmen requesting that this be done for the 250th anniversary.


Other Business:
Flint Homestead  The Flint Homestead has been placed on the National Register of Historic Places and the Commission received a copy of the certificate.  Ed Foster, attorney for Edward Flint, is still seeking the approval of the Board to enforce the Preservation Restriction Agreement.  The members are reluctant to take on this task because of the lack of funds to enforce this agreement.  Sara Mattes told the members that before agreeing to anything, Town counsel should be consulted.  Colin Smith said that we are still waiting to hear back from the Town counsel.  After a brief discussion, Colin said that he would contact Mr. Foster and get together with him for lunch so that they could discuss this further and see what can be done.





Codman Trust Funds  The HDC has received $10,000 from the Codman Trust and an account was set up with the Accounting Department.  Jack MacLean presented the members with a breakdown of the cost of surveying the priority parcels for consideration in the Historic Districts.  He also presented a proposal to be given to the Community Preservation Committee along with an application for CPA funds.  A motion was made and seconded to apply for CPA funds.  The motion was unanimously approved.  The application will be filled out and the packet given to Tim Higgins before the Oct. 14 deadline.  The funds being requested would be $15,000.  Colin Smith also took this time to tell Sara Mattes that the members would like the Board of Selectmen to nominate Jack MacLean as a member of the Historic District Commission.  Colin said that he would e-mail Penny Billings with this request.  Mary Spindler reminded Sara that the Commission still needs 2 alternates.
