Meeting Minutes
January 6, 2004, 7:30 p.m.

Minutes of the December 2, 2003 meeting were approved with one correction, which will be made.

Demolition Delay By-Law:

215 Lincoln Road (demolish structure):
Kenneth Eisner came before the members to request permission to demolish the structure at 215 Lincoln Road.  He said that the house has been vacant for about 3 years and that it is in very poor condition.  He said that he would be putting up a house, which would be around 4,000 sq. ft.  The owner, Mrs. Graf, said that she was in favor of this demolition.  A motion was made and seconded to approve this demolition request and the motion was unanimously approved.  Mr. Eisner is aware that he must obtain a demolition permit and will be required to go before the Conservation Commission, Planning Board and Board of Selectmen for a curb cut.

15 Huntley Lane (demolish structure):
Michael Price, Architect, representing the owners, Robert Davoli and Eileen McDonagh, came before the members to request permission to demolish the structure at 15 Huntley Lane.  Mr. Price said that this house is directly adjacent to the large house being built by Mr. Davoli and it has always been a tight fit.  It is a non-conforming lot and structure.  Mr. Davoli had originally intended to keep the house and rent it out but has now decided to remove the house and landscape the parcel.  Mr. Price said that the owners will need to go before the Planning Board again and will show landscaping for that property at the same time.  Alaric Naiman, an abutter, is in favor of demolishing the house but would like to see some screening put up in its place.  After a brief discussion, a motion was made and seconded to approve this demolition request and the motion was unanimously approved.

Other Business:
61 Bedford Road  Paul Marsh presented the members with a copy of a project submission sheet requesting Community Preservation funds to help defray the cost of placing a Preservation Restriction for permanent preservation on his property at 61 Bedford Road.  After a brief discussion, the members concluded that this was a worthwhile project and should receive the support of the Historic District Commission.

Flint Homestead  The members continued the discussion of the Flint Homestead on Lexington Road.  A place has been reserved on the warrant to go before Town Meeting to propose the Flint Homestead for some sort of Historic preservation.  Edward Flint, with the help of Anne Forbes, Historian, had placed the house on the National Register of Historic Places but this does not really provide any type of protection from teardown, and Colin Smith does not think that Edward Flint is aware of this.  After a brief discussion, it was decided that the best course of action would be to have a Preservation Restriction placed on the Flint Homestead.  David Ries said that he would talk with Town Counsel, Joel Bard, to see if he has had a chance to look over the original Preservation Restriction Agreement submitted by Mr. Flints attorney about a year ago.  Colin Smith will write a personal letter to Henry Flint and a formal letter to Edward and Henry Flint suggesting the Preservation Restriction.  Kerry Glass strongly recommended that a mention of preserving Flint legacy would be helpful.  It was also suggested that a letter from Anne Forbes to Edward Flint supporting the preservation of the Flint Homestead could be helpful.





Codman Trust Grant  Mary Spindler wanted to know the status of the money received from the Codman Trust and how best to put it to use now in researching and documenting the houses for consideration to be added to the Historic Districts.  It was decided that Jack MacLean would complete the documentations of about 10 houses at a time and present these to the members along with a bill for services rendered to complete these documentations.  A motion was made, seconded and unanimously approved to begin this process.
