Meeting Minutes
February 10, 2004, 7:30 p.m.

Minutes of the January 6, 2004 meeting were approved as written.                             

Flint Homestead  The members continued the discussion of the Flint Homestead on Lexington Road.  The members reworded the language under Article 36 on the warrant to go before Town Meeting to create a Flint Homestead Historic District and/or to accept a Preservation Restriction Agreement.  David Ries brought in a description of the Flint Homestead, which Jack MacLean had written up and will include it in the Preservation Restriction Agreement.  The members made some corrections to the historical description.  Mr. Ries also brought in a draft of the agreement, which was modified from Attorney Ed Fosters original agreement, which Mr. Ries fit into the Massachusetts Historical format.  Mr. Ries told the members that Buzz Constable said that the members might want to consider having the Lincoln Land Conservation Trust as a backup for enforcement of the Preservation Restriction.  The rights of LLCT to enforce it are only made if the HDC is unable to do so.  The members agreed that an expert should come out to inventory the historic aspects of the house and contents.  Ken Hurd said that the CPC has set aside an unallocated portion of CPA funds in the amount of $48,000, which could be applied for to
pay for this inventory.  David Ries will make the changes to the draft of the Preservation Restriction Agreement and Colin Smith will send it to Edward and Henry Flint along with a cover letter telling them that the HDC will be going before Town Meeting to propose that their parcel be made a Historic District and/or to accept a Preservation Restriction Agreement thereon, and that a reply needs to be received as soon as possible.  Colin Smith will also send a document describing the homestead, complete with picture, to the Mass. Historical Commission for their approval to add this parcel to the Historic District before Town Meeting.  The Preservation Restriction Agreement will also need to be sent to Mass. Historical before it goes into effect but does not need to be done before Town Meeting.  Colin will also talk to Gus Browne about his conversation with the Flints to see if he can give the members any more information regarding the Flints intentions.

Other Business:
First Parish  Ken Hurd told the members that the 250th Anniversary Celebrations Committee wants to put up a small sign in bronze on the First Parish Church saying “First Meeting House”.  Kerry Glass felt that it should be put in the ground at the proper spot but others felt that it would not be seen on the ground.   Since the sign would be less than 2 sq. ft. in size, it does not require HDC approval but does need Planning Board approval and approval from the First Parish who would decide the best place for it to be located.
Library Archives  Eleanor Fitzgerald brought the members up to date on the Historic Vault at the Lincoln Public Library and gave the members copies of a User Policy and form that needs to be filled out when borrowing materials from the Historic Vault.  The Library plans to have much stricter rules about using archives materials and a lot of it will be in protective coverings.  A Library employee will stay in the room for some documents.  There will be a charge for some things and some documents will require permission and good reason to copy.
