Minutes of the February 10, 2004 meeting were approved with one correction, which will be made.

Demolition Delay By-Law:

38 Silver Hill Road (demolish barn):
William and Kathleen Crowley came before the members to request permission to demolish the existing barn and build a new one.  The owners said that the existing barn was built in 1986 as a 10-car garage and the construction was poor.  After removing some of the cedar shingles, they realized that there was a considerable amount of rotted wood caused by water damage and bugs.  The barn will be rebuilt and used differently.  After a brief discussion, a motion was made and seconded to approve this demolition request and the motion was unanimously approved.  

Other Business:

9 Sandy Pond Road:
The members reviewed a request from Mary Munroe to construct a small garden pergola for vines in the back yard to replace one that had blown down.  After reviewing the request, the members voted unanimously to send Mrs. Munroe a letter of non-applicability, which Colin Smith will send out.

Pierce House, 17 Weston Road:
The Pierce House Committee sent in a request to change a 30” wide window in the kitchen area into a 30” wide doorway.  Access would be across the existing covered porch and down steps to a tent for convenience.  They would also like to change the present steps which are somewhat steep and awkward and rebuild them using four equal risers of 6 ¼”.  New lighting for this existing access porch would be two recessed ceiling fixtures matching the existing fixtures on the south porch.  Inside the kitchen it would be necessary to remove an existing small inoperative sink under the present window.  After a brief discussion, the members unanimously voted to approve the changes but will require a sketch of the changes to be made, which Colin Smith will request from Max Mason, Jr. of the Pierce House Committee.

Flint Homestead  The members continued the discussion of the Flint Homestead on Lexington Road.  The members reviewed the letter and draft Preservation Restriction Agreement, which was sent to Edward and Henry Flint and to the Massachusetts Historical Commission for their approvals.  Colin Smith has talked to Henry Flint and mentioned that he will be coming over to photograph the interior.  The kitchen is very primitive and basic with a soapstone sink.  Henry told Colin that he would be speaking to Edward about the agreement over the phone.  Mary Spindler and Eleanor Fitzgerald had some concerns over the involvement of the Lincoln Land Conservation Trust and wanted to be sure that their involvement would not undermine the role of the Historic District Commission.  David Ries explained that their involvement would only be as a backup to the role of the HDC.  There was also a discussion about the cost of enforcing the agreement if necessary and it was mentioned that CPA funds could possibly be available for that purpose if it arises.  Mary Spindler felt that it would be a good idea to have a meeting with the LLCT before Town Meeting to go over this agreement.  She also felt that a qualified






appraiser should do an inventory of the contents of the house and barn and perhaps SPNEA or the Mass. Historical Commission would know of someone qualified to do this.   The HDC will be going before Town Meeting for the Preservation Restriction Agreement only and not to include the Flint Homestead in the Historic District at this time.    The members went over the agreement and made some changes to the draft, which will be made after the agreement has been approved by the Flints, Mass. Historical and Town Meeting.  Colin Smith may be out of the country during Town Meeting and the members unanimously approved David Ries as the alternate to go before the Town and present this Article, if Colin is away.
