Lincoln Historical Commission
Historic District Commission
Meeting Minutes
April 6, 2004, 7:30 p.m.

Board:    Colin Smith, Chair, Kenneth Hurd and Mary Spindler
Town:       Elaine Carroll

NEXT ANTICIPATED MEETING:  Tuesday, May 4, 2004, 7:30 p.m., Town Offices
----------------------------------------------------------------------------------------------------------

Minutes of the March 9, 2004 meeting were approved as written.

Discussions:

Historic Districts Expansion  The members discussed the best way to move forward with the list of proposed houses for inclusion in the Historic Districts now that the Town has approved $15,000 from CPA funds for this purpose.  It was decided that Colin Smith would contact Jack MacLean with a schedule for doing the parcels with the highest priority by June 1 (approx. 30 parcels), next highest by September (approx. 30) and the next tier by December (approx. 30) and see if that schedule works for him.  Ken Hurd felt that the best way to educate the owners would be to have them come together in groups to inform them of what this will involve.  Dana Robbat has a group of modernist houses she would like to see preserved, and she could help with this process.

Mary Spindler brought up the fact that the Commission is still missing a fifth member, and Colin Smith will write a memo to the Board of Selectmen with a copy to Tim Higgins that a fifth member is needed as soon as possible.

Flint Homestead  The members continued the discussion of the Flint Homestead on Lexington Road.  The Town voted to approve the acceptance of a Preservation Restriction Agreement on the Flint Homestead at the Town Meeting.  Colin Smith said that he saw Henry Flint twice recently and that he is enthusiastic about the Preservation Restriction Agreement and David Ries has gone over the agreement with Henry.  Henry has talked with Edward Flint about it but Edward had no comments on the agreement.  Colin showed the members pictures of the interior of the house, which he had taken.  The rooms are padlocked off and some of the rooms havent changed in years.  The next step is to have David Ries put the finishing touches on the Preservation Restriction Agreement complete with the pictures taken and decide which parts of the house and contents need to be specifically mentioned.  Colin will contact SPNEA and see how to protect the house without going doorknob to doorknob, what they would suggest regarding doing an inventory of the contents and what they thought the cost would be.  Colin will talk to Henry and get Edwards phone number and call him to see how he feels about all this.

There being no further business, the meeting was adjourned at 8:30 p.m.

Respectfully submitted,

Elaine Carroll
