Meeting Minutes
November 9, 2004, 7:30 p.m.

Minutes of the September 7, 2004 meeting were approved as written.

22 Weston Road: (alterations):
Chris Dalmus, Architect, and Dan England, prospective buyer came before the members to discuss potential changes to mainly the rear of the existing house.  There are no changes to the front of the house.  They would be rearranging the interior of the house, but keeping the footprint of the house as is.  There would also be some changes to the windows, which will match existing ones.  They would be adding a deck to the rear of the house adjacent to the screen porch but which would be visible from Weston Road.  They would also be adding handrails and guardrails to match existing ones.  This is reverting to a single-family house.  They will be leaving shutters on the main house to be more prominent and leaving no shutters on the addition to make it secondary to main house.  After a brief discussion, a motion was made and seconded to accept the alterations as shown on a plan dated November 9, 2004.  The motion was unanimously approved.

Other Business:
Heck Property, 23 Bedford Road  Jack MacLean discussed a neighborhood meeting held by the Rural Land Foundation regarding the subdivision of this parcel of land. The Water Department will get a back parcel.  Lincoln Land Conservation will get conservation land from RLF and the remaining land would be for a single-family house.  Jack was under the impression that the buyer would be more inclined to tear down the existing house and rebuild.  He felt that there would be a group lobbying to keep the house from being torn down.  Mary Spindler gave the members a document from the State entitled “Proposals for Demolition Within Local Historic Districts”, which could be used as guidance in the event of a request for a teardown.
Library Windows  The members discussed the possibility of repairing or replacing some of the windows at the Library.  It felt that the Library should try to repair the windows in the old section and should have one window repaired the way that they want it and use this as an example.  If repairing them is not possible then the new ones should match the existing ones.  The windows in the new section will need to be replaced because the windows are rotting prematurely.  They will get back to the members after the first window is repaired.
Codman Carriage House Tent  The members discussed SPNEAs request to buy a tent and keep it up from May to October.  It was decided that Diane Stahl would need to make out an application, bring in a plan showing where this tent would be located and the size of the tent along with a picture showing how it will look before a decision can be made.  It was later learned that this request would be put off for about 10 months.








Flint Homestead  Colin Smith told the members that he was still waiting to hear if the Agreement has been registered yet.  He said that it could take months.  He will see if David Ries knows where it stands.  It needs to be registered before the Flints will receive any tax relief.  
Documentary Heritage Grant Program  The members wanted to see if there was some way that this grant could be used to research properties for the Historic Districts.  Elaine Carroll will call to find out and also pass the information on to Barbara Myles at the Library to see if she can apply for the grant to archive the historic records of the Town.  Jack MacLean said that he was getting ready to present the members with some parcels for review.  He has been working on groups more broadly than originally planned.
