Minutes of the November 9, 2004 meeting were approved as written.
Demolition Delay Review:
1 Hawk Hill David Hornstein came before the members to request permission to demolish the existing deck house, which was built in an early 60 s architectural design, which he does not think is of significant historic value. The layout of the house does not fit the needs of his family. The Planning Board has already approved the design of the new house. There were no objections from neighbors and Mr. Hornstein said that one of his abutters would be using some of the materials from his house for repairs to her house. After a brief discussion, a motion was made and seconded to approve the demolition request. The motion passed 3-0.
23 Sandy Pond Road (alterations and additions):
Beth McNay, owner, Sam Van Dam and Steve Pondelis, Architects, came before the members to discuss potential changes to the house to add a small addition to the kitchen, bath, laundry area on the first floor, reconfiguration of roofline to add headroom on the second floor, some window repair and replacement, stone terraces and the addition of an open-sided carport next to the garage. Part of the two-car garage would be turned into living space as it can only be used as a one-car garage because of limited access. The paving line will remain the same. This Greek Revival house was built in 1843 and an addition was built in 1984. Andrew Ory, the abutter closest to the carport, was generally in favor of all the changes except the carport, which he felt came too close to his property line. The garage
is currently 20.9 from his property line and the carport would be 6 away. He felt that it would disrupt the view corridor from Sandy Pond Road and the construction of the carport could damage the roots of a row of Hemlock trees on his property. Mr. Ory asked the members to defer from voting on the carport until after Beth McNay s meeting with the Zoning Board of Appeals on Jan. 6 for additions to a non-conforming structure on a non-conforming lot. After a brief discussion in which the members questioned the addition of a carport on a Greek Revival house, a motion was made and seconded to approve the small addition on the first floor, reconfiguration of roofline on second floor, window repair and replacement and stone terraces only, and excluding the carport. The motion passed 5-0.
Other Business:
Heck Property, 23 Bedford Road Henry Hoover, Jr., Lucretia Giese and Dana Robbat came before the members to discuss the possibility that the owners of the former Heck house will be coming before the members to request a teardown at some point. They had met with the new owner who has expressed a strong desire to tear down the house and will put up something more to the needs of his family. Dana said, “Some people think that it has already been changed from its original form so what difference would it make, but they are concerned with preserving what they consider an important example of early post-World War II modernism in pristine condition”. This house is the largest example of a house designed by Henry Hoover, Sr. The members reviewed a letter from the Mass.
Historical Commission replying to a request from Mr. Hoover, Jr. to amend the National Register nomination for the Lincoln Center Historic District to extend the period of significance and change the status from non-contributing to contributing of several buildings, constructed between 1930 and 1950, within the district. The hope is that at least the facade of the house could be preserved with only the interior changes made.
The members said that that the group should prepare a presentation and gather support from the neighborhood when or if the owner does request a demolition review by the LHC. Mary Spindler asked Mr. Hoover for a copy of the description documentation on the Heck house, which was sent to the National Register. Mr. Hoover will bring the documents to the Town to be distributed to the members.
Flint Homestead Mary Spindler asked about the status of the Flint Preservation Restriction Agreement. Colin Smith said that he has not received confirmation of the Agreement yet. David Ries will check with the Assessor s Office to see about the status of the tax relief for the Flints.
61Bedford Road Colin Smith reviewed a letter from the Mass. Historical Commission asking for further information from Paul Marsh before processing his Preservation Restriction Agreement.
Expansion of Historic District Mary Spindler wanted another meeting as soon as possible to discuss the progress Jack MacLean has made regarding the expansion of the Historic District. The meeting is planned for January 25 at 7:30 pm.
