Meeting Minutes
February 15, 2005, 7:30 p.m.

The minutes from the Jan. 4, 2005 meeting were approved with 2 corrections, which will be made.  The minutes from the Feb. 10, 2005 meeting were approved as written.

Discussions:
23 Bedford Road  Warren Lammert, owner, his architect, Ann McCallum, and Ed Nardi, abutter, came before the members for a preliminary meeting to discuss the proposed demolition of the house at 23 Bedford Road, which is in the Historic District.  Mr. Lammert said that he is looking at the project in the hopes of taking advantage of the historic value of this parcel but also meeting his familys needs.   They felt that there were structural issues, which will not make restoring this house feasible.   They submitted a report from a structural engineer to support this.  The architect had only preliminary sketches showing what was proposed to replace it.  The parcel is surrounded by conservation easements.  There is a 25-foot conservation easement in the front of the property.  Mr. Lammert worked with the Rural Land Foundation to purchase the Heck property with one buildable site for one house.  He has 6 acres, part of which is in an easement restriction.  He met with the Hoover children and offered the house to them to move.  Working with the façade would not work with their plans and family needs.  Most of the people interested in the house wanted to open up the sight corridor to Flints Field, but Mr. Lammert did not have that need for a view.  The big windows in the back of the house were used to take advantage of the view to Flints Field, which is now blocked by trees, which cannot be removed because of the conservation easement.  Mr. Lammert and his architect will draw up plans showing what would replace the house if demolished and re-file an application for a meeting on April 26.  Mr. Lammert has agreed to give a tour to any members wishing to view the interior and exterior of the house on Sat., Feb. 19 at 10:00 am.  He would also be willing to pay for an independent architectural historian to come in and give his opinion as to the historic value of the house.
Expansion of Historic District  The article on the Town Warrant, which proposes to add Red Rail Farm to the Historic District will be removed because of insufficient time before Town Meeting to complete all steps necessary.  
22 Weston Road  The members reviewed 2 window changes to the alterations at 22 Weston Road and Colin Smith will look over the plans and talk to Dan England.  He will then issue a Certificate of Non-Applicability for the minor changes.
Flint Preservation Restriction Agreement  David Ries met with Julie Miller, Assessor, to inquire about the tax break the Flints should be receiving because of this agreement.  Colin Smith will check with Tim Higgins as to whether Town counsel has received a recorded agreement back from the Registry.  It was suggested that an appraisal of the property should be done before and after the Preservation Restriction Agreement.
