Meeting Minutes

The minutes from the September 13, 2005 meeting were approved as written.
Colin Smith welcomed two new members Kerry Glass and Lucretia Giese to the HDC.
Certificates of Appropriateness:
Old Town Hall Corporation, 25 Lincoln Road alterations to parking area, farmer s wall addition at island:
The members reviewed a plan showing proposed changes to the parking area, granite steps, brick and granite pavers and an island at the front of the parking area with a farmer s wall to match the existing walls on either side of the parking lot. There was a discussion about the safety of the flow of traffic and whether arrows should be posted at the entrance and exits and whether the parking spaces should be marked. Colin Smith was not in favor of the granite pavers and would prefer to see a continuation of the brick pavers instead of granite. Ken Hurd said that people were confused with the orange cones which were put up to depict the island and Stacy Osur said that the cones were spread out more than they should have been and that the island would not be that large. Ken Hurd also did not like the
circles and straight lines for the farmer s wall and would like to have a little softer feel. It was too much of an engineer s feel to it. Colin was not sure that he liked the granite pillars and wanted to see if something else would work. After further discussion, the members asked the group to put the cones back up in the proper spacing, reconsider blacktop surface, rethink granite paving in front and planned wrap around granite steps. The group will also bring in a new plan showing more details of what is proposed and also bring in photographs of existing conditions. The group will return Feb. 7 for a continuation of this meeting. The selectmen are waiting for the HDC decision.
Robert Jevon, 9 Trapelo Road The members reviewed a proposal from Robert Jevon to add a larger dormer to the back of his house at 9 Trapelo Road. After a brief discussion, it was decided that the construction would not be visible from Trapelo Road or Weston Road. A motion was made and seconded to send a Certificate of Non-Applicability to Mr. Jevon. The motion passed unanimously. Colin Smith will inform Mr. Jevon and prepare the Certificate.
Edward Nardi, 37 Bedford Road Mr. Nardi, who bought some of the Heck property next to his house, would like to move the existing post and rail fence from the old property line to the new one. It was decided that this would only need a Certificate of Non-Applicability but David Ries asked Colin to request a drawing showing the existing and new fence line before any approval is granted.
Discussions:
Neighborhood Conservation District Committee This committee is a sub-committee of the Planning Board and will be bringing a proposal for a general bylaw before Town Meeting. It would not be as dense and complex as a Historic District and each district would have its own guidelines. Lucretia Giese said that she would like to see a copy of the bylaw to be presented to the Town first. David Ries said that he would have copies e-mailed to all the members to look at. David Ries said that any changes to house in a NCD would first go to the Neighborhood Conservation District Committee for guidance, which would make it easier for the Zoning Board of Appeals and Planning Board. Eleanor Fitzgerald said that some people feel that they are building the house of their neighbors dreams. The Planning Board would like the HDC to co-sponsor the bylaw, which allows a neighborhood to elect to do this. Brown s Woods would probably be the first neighborhood to join the NCD. There will be a
public hearing for this proposal, which the members can attend.
Status of Possible Additions to Historic Districts The members asked Jack MacLean where the documentation stands for proposed additions to the Historic Districts. The members reviewed the map, which they had previously worked on to identify possible additions. They reviewed the high priority areas, which included Red Rail Farm and Old Concord Road area and the Flint properties on Lexington Road. Documentation has been done on some of these houses and is in different states of completion. It was decided that nothing could be done in time for this Town Meeting but that they should be starting with neighborhood meetings so that something could be done for the 2007 Town Meeting. Kerry Glass and Jack MacLean will work together to get the documentation requested by the State and come
back to the members with a list of priorities and an inventory of those houses.
