Meeting Minutes
April 4, 2006, 7:30 p.m.

The minutes from the March 20, 2006 meeting were approved as written.        

Colin Smith welcomed new alternate member Andrew Ory to the HDC.

Demolition Delay Review:
199 Concord Road  Pauline Herthel came before the members to request permission to demolition a barn/carriage house situated on her property.  She said that the barn needs a lot of work and that it would be too close to a proposed access driveway needed for a subdivision of their land and needs to be taken down as part of a Planning Board decision for the subdivision.  Ken Hurd, a member of the Planning Board, said that the Planning Board did not recommend that the barn be removed.  She felt that the barn was built around 1903 but she was not sure.  The members looked over an old plan on file but requested an updated plan and the documentation from the Planning Board requesting that the carriage house be removed as a condition of the subdivision approval.  Mrs. Herthel said that she had those documents at home and will bring them to the Town Offices.  A decision was put on hold until more information is received.  If necessary there will be a continuation until May 2.  Doug Stinson of 191 Concord Road said that he is interested in moving the structure and putting it on his lot, which is across the street from the Herthel property.  He will write a letter to Mr. Herthel to officially inform him of his desire to move the structure.

Discussions:
Hanscom Environmental Planning and Study Report 2005  Tom Ennis of Massport and Ginny Adams of PAL came before the members to discuss Massports work on the 2005 L.G. Hanscom Environmental Status and Planning Report (2005 ESPR).  As part of this effort, PAL is responsible for identifying historic and archaeological resources within the study area for the ESPR and updating the information that was used in the draft and final 2000 ESPR documents.  They are updating the information through a review of the State Register, as well as through discussions with the Mass. Historical Commission, the National Park Service and Historical Commissions in Bedford, Concord, Lexington and Lincoln.  They want all Historic District Commissions to review what they have done and improve on it.  If anything is in wrong location or misspelled, please let them know.   They showed a base map that illustrates the ESPR study area with the locations of resources that were used as noise sensitive receptors in the 2000 ESPR and they will update this based on input from MHC and the four towns.  They also showed a map illustrating the location of noise sensitive receptors within Minuteman National Historical Park as well as a figure showing the traffic study locations.  Mr. Ennis said that there was an increase in jet operations but general operations have leveled off.  The military operations are less than 1% of operations at Hanscom.  In 2000 they served 160,000 passengers and in 2005 approximately 20,000.  





Additions to Historic Districts  Jack MacLean went over additional properties to be proposed for inclusion in a Historic District.  He has documentation for some of the houses, which are proposed for adding to Historic Districts.  Mr. MacLean said that Jane Langton of 9 Baker Farm is interested in adding her house in the Historic District and a Preservation Restriction Agreement.  Other owners in that area were not interested in National Register because they thought it would make their house less attractive to buyers and others not interested in the Historic District.  Ken Hurd said that the HDC should offer to help high-risk areas such as Old Sudbury Road.  Some houses in this area may be difficult because they were moved from Mass. Audubon property.  It was decided that Mr. MacLean would gather all the documentation he has on houses on Old Sudbury Road and members would speak to property owners to see if there is interest in getting a neighborhood meeting arranged.
