The minutes from the July 11, 2006 meeting were approved.
Demolition Delay Review:
Stephen Odio and Deena Berton, 56 Conant Road Mr. Odio, owner, Robyn Bell and Greg Legault, architects, came before the members to request demolition of an existing dwelling. Mr. Odio said that the house is a deck house built in 1963 and as their family is growing, they need to replace it with a larger house. The present house is approximately 2,500 sq. ft and the new house will be 7,300 sq. ft. Their lot is over 4 acres and set back on a private drive serving several houses. Mr. Odio said that they have no plans to subdivide the lot and had looked into buying another house instead of building a new one but they love the lot and the neighborhood. After a brief discussion, a motion was made and seconded to approve the demolition request. The motion passed 5-0.
Informal Discussions:
Old Town Hall Corporation The members reviewed a letter received from the Old Town Hall Corporation regarding the installation of four granite steps. The Old Town Hall Corporation will be coming before the members on Sept. 12 to discuss this installation. Colin Smith will draft a letter to them in response to their letter before the meeting.
Paul Marsh, 61 Bedford Road Paul Marsh has asked the HDC to review his Preservation Restriction Agreement and give their approval before submitting it to the Massachusetts Historical Commission. He submitted this a year ago but Mass. Historical rejected it. The members agreed to review the agreement for Mr. Marsh.
Flint Property, 28 Lexington Road Mr. Marsh told Colin Smith that his son and daughter-in-law had befriended Henry Flint. He said that Edward and Henry Flint wanted to get rid of a box of documents and gave them to Mr. Marsh s son. Mr. Marsh told his son not to open. The members felt that these documents could be of historic value and should be viewed by members of the HDC and Lincoln Historical Society and given to the Library archives for safekeeping. Colin Smith will speak to Mr. Marsh about getting the documents from his son. Ruth Wales, who is on the Archives Committee said that she would deliver them to the library. She has been doing research at the library archives and Mass. Historical Commission regarding the properties in the Historic Districts and has found that
some order needs to be formed regarding these properties. There are still several boxes there from the HDC that she has not had a chance to go through yet. She thinks that no one organized the boxes before giving them to the archives but it looks like a duplicate of the inventories with some poor copies and some pages can t be read. Some things could be thrown out as duplicate copies but some things the Commission may want in a climate-controlled atmosphere. She also wants to copy additional documents at Mass. Historical for storing in the Library archives.
Demolition Delay By-Law Changes The members went over proposed changes to the Demolition Delay By-Law and reviewed some changes made by Jack MacLean including extending the delay from 6 months to 12 months, a 2-year expiration on permission to demolish was considered, and permission not being transferred to new owner. The members will look over the proposed changes and come back to the
Sept. 12 meeting with their comments.
1 Woods End Road Fence Lucretia Giese received a letter from Mark and Myrna Goldstein regarding the fence at Nancy Soulette s property, which they feel has not been installed according to the plan approved by the HDC. Colin Smith will respond to the Goldstein s letter and the members will be sent a letter of his response and the Goldstein s letter. A site visit will be made with Ms. Soulette s permission to view the fence location.
