Minutes of the December 12, 2006 meeting were approved.

Certificate of Appropriateness:
Old Town Hall Corporation, 25 Lincoln Road  The Old Town Hall Corporation Trustees came before the Commission to seek approval for the addition of two iron handrails at the entrance to the Old Town Hall.  They provided a sketch showing what they were proposing.  The handrails are to be powder coated with a matte black finish.  Lee Harrison said that the handrails were needed to give citizens something to hang on to.  Because of the wooden porch, the part of the handrail that would be attached to it will need a 5” flange, which is the smallest size that will hold it.  The other end will be drilled into the granite step.  A motion was made to approve the handrails as described and shown in a sketch dated Jan. 9, 2007.  The motion passed unanimously.

Demolition Delay Review:
Robert Jahrling, 10 Canaan Drive  Mr. Jahrling and his architect, John Chapman, came before the LHC members to request the demolition of the existing dwelling and garage.  Mr. Jahrling said that he has lived in Lincoln for 16 years, first on Grasshopper Lane and the last 5 years at 10 Canaan Drive.  He said that he loves the Town and the location of his house with its fields and surrounding ponds where he lives with his wife and 3 children.  It has become obvious that more than additions need to be done.  There are too many problems with the existing structure including a wet basement and mold where some of his childrens bedrooms are located.  The house is incredibly energy inefficient and they can feel wind going through the house on cold days.  There is very poor storm drainage and a greenhouse stuck on the back of the house.  This is a Pertzoff designed house built around 1958.  Lucretia Giese saw the house and said she felt that the Jahrling house, like many modern houses, has problems that poor materials then available can cause as well as the fact that the lower floor was built on slab.  The new house will not be much higher from the field than the existing house and the living area will be the same elevation as present with a basement that is completely underground except for the east elevation.  There will be 3 bedrooms upstairs.  The garage is non-conforming being too close to the lot line.  John Legates of 12-14 Canaan Drive said that he was in favor of the teardown and has seen the new design, knows the owners and trusts their ability to see that the new structure is done well.  A motion was made to approve the request to demolish the dwelling and garage.  The motion passed 5-0.

Demolition Plan Review:
Mark and Kimberly Soukup, 6 Woodcock Lane  Mark and Kimberly Soukup came before the members with documents necessary for a demolition plan review for 6 Woodcock Lane.  The members reviewed a sketch of what the new dwelling would look like, which was done by an architect that they felt would blend the new dwelling into the Town and community.   Mr. Soukup said that they found a woman in Concord who is willing to move the house to another site in Lincoln, if she can find a parcel of land.  He also has other institutions willing to move the house.  They plan on moving the proposed house back to where the existing garage and garden are, which would open up the meadow more.  He found a tree company who can transplant existing mature trees and shrubs to use as cover to soften the look of a new dwelling so that it will blend in with the surroundings.  The existing house is 3,000 sq. ft. and the new house should be between 5,000 and 5,500 sq. ft. but some of the additional square footage will come from a finished basement.  Exterior of house will be shingles and the color will fit into the area.  Mr. Soukup felt that the existing deck house would be no great loss and they plan on putting up a New England style farmhouse, which he felt would fit in with the open fields and farms up and down Weston Road.  Mr. and Mrs. Torti of 119 Weston Road liked the way that the new house would be sited and did not feel that it would be terribly visible unlike the Wise house behind them.  Both Lucretia Giese and Ruth Wales had hoped that the new house would have hugged the surroundings more and that the roofline would be kept as low as possible to minimize the massing.  Mr. Soukup wanted the minutes to reflect that they would do their best to give the house a low profile to go with the surroundings, and use mature trees to minimize the massing.  Colin Smith felt that from the drawing, it appears that the roofline has been kept low because the roofline is right above the second story windows.  A motion was made to approve the demolition.  The motion passed 5-0.
