Business Meeting Minutes

Minutes of the January 9, 2007 meeting were approved with changes made by Lucretia Giese, which were made.

Informal Discussions:

Demolition Delay By-Law Changes:
The members reviewed the proposed changes to the Demolition Delay By-Law, which will be discussed at a public hearing on February 6, 2007.  The members went over the list of Mass. towns, which already have a 12-month demolition delay and were informed that Mass. Historical Commission strongly encourages towns to go to 12 months.  The members felt that it should be stated that this by-law helps protect the physical characteristics of the Town, and gives time for word to get out with an alternate solution to demolition.  It should also be restated that the 12-month delay only applies to properties deemed historically significant.  The members made an additional change so that the owner must be the one applying for demolition approval.  The changes approved at the meeting will be made to the draft of the proposed changes.  Colin Smith will prepare a summary of the changes and will e-mail a copy to the members.  Ken Hurd will chair the Feb. 6 meeting, as Colin will be on vacation.  Colin will also contact Town Council again to get his input on the proposed changes.

Historic District Additions:
The members discussed the additions of 15, 64 and 68 Conant Road as Historic Districts.  The necessary forms have been sent to the Massachusetts Historical Commission and Planning Board and the public hearing is scheduled for March 20, 2007 and then presented to the Town Meeting on March 24, 2007.  Letters to the present owners, along with a copy of the inventory forms, will be sent to each of the 3 owners.  The legal notice will be put in the paper before the public hearing.

Marsh Preservation Restriction Agreement:
Colin has not heard from Paul Marsh regarding the changes suggested by the Massachusetts Historical Commission to Paul Marshs Preservation Restriction Agreement.  Colin will contact Paul to see where this stands and to see if he can be of any assistance to Mr. Marsh.

Bills Paid:
One bill was paid to Jack MacLean in the amount of $1,460.00 for research and preparation of State Inventory Forms, meetings with owners and preparation of Preliminary Reports on Conant Road properties.
