Business Meeting Minutes
March 6, 2007, 7:30 p.m.

Minutes of the February 6, 2007 meeting were approved as written.

Informal Discussions:

39 North Great Road:
The members reviewed letters and material received with regard to concerns about the proposed single-family structure, which the Planning Board denied at 39 North Great Road.  The owners of the property are listed as Global Country of World Peace and the applicants are Kingsley and Leslie Brooks.  There is a Planning Board meeting on March 7 and the letters from ShhAir (Safeguard the Historic Hanscom Areas Irreplaceable Resources), and Save Our Heritage urge concerned citizens and boards to attend this meeting.  Ephraim Flint, a Planning Board member, gave the members some background information concerning the Planning Boards denial of the proposed project.  The Planning Board denied based on the fact that the house would be incompatible with the historic neighborhood.  The owners had filed a lawsuit but have now decided not to go to court but to come back to the Planning Board on March 7 for an informal hearing to see how this project might get back on track.  They will not be presenting the Planning Board with a plan on March 7.   

Historic District Additions:
The members reviewed a letter written by the new owners of 15 Conant Road, requesting that their house be removed from consideration for the Historic District at this time.  Abutters notices have been sent out for 15, 64 and 68 Conant Road for the public hearing on March 20.  At that meeting, the Commission will make an announcement that the owners of 15 Conant Road have declined to be in the Historic District.  The members were hoping to get a chance to talk to the new owners to go over the advantages of being in the Historic District.  The members also reviewed a letter from Rob and Gwyn Loud inquiring as to what changes to the property would be within the jurisdiction of the HDC.  After talking with Colin Smith on the phone today, they did not feel that it was necessary to attend tonights meeting and will be out of town on March 20 and 24.  Colin Smith will write a letter to the Louds detailing what areas are within the HDCs jurisdiction.  Jack MacLean showed some pictures of the 3 properties.  Colin Smith will make the presentation during Town Meeting and he and Ephraim Flint will put together a power-point presentation for Town Meeting

Demolition Delay By-Law Changes:
The members reviewed the procedure for presenting the proposed changes to the Demolition Delay By-Law before Town Meeting.   Lucretia Giese read a letter she composed to be put into the Lincoln Journal before March 24 giving an explanation of the proposed changes.  Lucretia has agreed to make the presentation at Town Meeting.  Colin Smith will contact the Board of Selectmen and the Planning Board to seek their verbal support during Town Meeting.   Colin will also contact Town Counsel to get his final comments on the changes.
