Public Hearing:
Additions of 15, 64 and 68 Conant Road to the Historic District:
A motion was made and seconded to open the public hearing concerning the additions to the Historic District, which will be coming before Town Meeting on March 24, 2007. The public hearing is designed to get feedback from the public regarding these additions. An announcement was made that 15 Conant Road has been recently sold and the new owners have chosen to refrain from being included in the Historic District at this time. The owners of 64 Conant Road could not be present at the meeting tonight but had written a letter previously with questions for the Commission concerning some of the restrictions, which would be placed on their property. Colin Smith has sent a letter and spoke to the Louds to answer their questions. The owners of 68 Conant Road went over their concerns regarding what could
and could not be done to their property and what protection they would gain by being placed in the Historic District. The members told them that any changes visible from a public way would need HDC approval. The owners asked about replacing antique glass panes and were told that regular maintenance and repairs can be done without HDC approval. The owners were told that the Commission would work with any owner regarding additions or changes to a property in the Historic District and that changes can be made with the guidance and approval of the HDC. The owners wanted to make it clear that they are in favor of placing their property at 68 Conant Road in the Historic District but that they just wanted some details clarified. The members reviewed the revised Summary Sheet to be made available at Town Meeting,
Demolition Delay Review:
44 Page Road Since there was not an LHC quorum for review of this demolition, the applicant s representative was asked if he would be willing to continue this hearing until April 3. He agreed to come back on April 3. Abutters notices will be sent out for that meeting.
Informal Discussion:
Lucretia Giese went over her power-point presentation on the Demolition Delay By-Law proposed changes, which she will make at Town Meeting and some small adjustments were made by the members. An addendum showing changes made by Town Counsel and the members after the Warrant Article was printed will be made available at Town Meeting. The members agreed to accept the copy as it appears in the Town Warrant under Article 40 along with the addendum showing the changes made since the printing of the Town Warrant.
