Meeting Minutes
January 8, 2008, 7:30 p.m.

The meeting was called to order at 7:35 p.m. and the minutes of the Nov. 6, 2007 meeting were approved as written.
Certificate of Appropriateness Hearings:
2 Weston Road – David Jacobs and Louise Akillian came before the members to seek approval for a flag pole, which they had already installed. They did not think that it would be visible from a public way and, therefore, did not think that a Certificate of Appropriateness would be needed. After realizing that the flag pole could be seen from a public way, Mr. Jacobs wrote to the Commission to apologize and ask for a hearing. Ruth Wales stated that something visible from a public way but covered by trees still requires a hearing. Mr. Jacobs stated that the flag pole is 20 feet high. No neighbors have complained about it. After a brief discussion, Ken Hurd made a motion that the Commission issue a Certificate of Appropriateness for the existing flag pole. Andrew Ory
seconded the motion and it was unanimously approved.
5 Sandy Pond Road – Jamie Atkins and her architect, Matthew O’Connell, came before the members with plans for a proposed addition to the house and a proposed detached garage. They had been before the Commission on July 7, 2007 and were coming before the members again after the Conservation Commission had made a ruling on the location of the detached garage. Jim Henderson of the Conservation Commission was also present at the meeting and the members were given a report from ConCom regarding the location of the garage. Mr. Henderson said that ConCom had looked at several locations for the garage because of wetlands issues and the Conservation Restriction held by the ConCom, which states that the garage has to be north of the dwelling and felt that the location decided upon by the ConCom
was the best one and thought that everyone including the abutters had no objection to the location. The ConCom preferred that the garage doors face Sandy Pond Road, which will result in the removal of approximately 456 sq. ft. of asphalt within the Buffer Zone Resource Area. The members again reviewed the July, 2007 plans for the addition and the garage and reviewed a set of pictures showing the Atkins’ present garage on Upland Field Road except that the shed will be on the opposite side of the garage. Some pictures showed the slanted roof design with their son standing beside it to show the height of the structure. Mrs. Lattimore, a direct abutter, voiced her concerns regarding the view from her studio and wanted the garage moved forward and closer to the lot line. Mrs. Lattimore showed the members pictures of views from various locations. Mr. Henderson said that the ConCom did take into consideration her issues and the public
issues and said that if the garage is to be moved closer to Sandy Pond Road, it would need to go back to the ConCom for another public hearing. After some discussion, the members decided that a site visit was necessary. A January 19, 9:30 a.m. site visit was scheduled with the applicant and members of the Conservation Commission. Mrs. Atkins will leave the stakes showing the present location and also add stakes showing the proposed location of the garage moved up 3 feet and over 5 feet toward the lot line. There was also consensus between Mr. Henderson and the HDC members that if the shed were placed in back of the garage instead of on the side, it would keep the garage further away from the house and make turning around easier. The members agreed to a continuation on this hearing for January 22, 2008 at 7:30 p.m. to discuss the location of the garage, relocation of the shed to the back of the garage and the installation of a fence. The members
discussed the addition to the rear of the house, which consists of the existing attached garage coming down and an addition extending out 10 feet from the location of the existing garage. The addition would consist of a kitchen and family room with a half story room above. The materials, trim and finishes would match the existing house. The front elevation would remain unchanged. They are also proposing the addition of a two story porch on the east elevation. After a brief discussion, Andrew Ory made a motion to grant a Certificate of Appropriateness for the house additions only, as presented in this meeting and shown on the plan dated July 7, 2007. Ken Hurd seconded the motion and the motion passed unanimously. It was also noted that after the additions to the house and the installation of a detached garage, there will be no further additions allowed on this lot due to the Conservation Restriction.
7 Lincoln Road – Thomas and Jillian Darling came before the members along with their architects, Carol Marsh and Chris Hosford to review their project, which is for an addition on the west side of the building, a balcony/deck to the north, replacing some windows with new wood windows, adding some new wood windows, residing part of the north side of the house with painted flush horizontal boards, extending a roof skirt to the north for solar and rain protection. The addition will be wood with steel doors and windows. The existing porch and mudroom will be demolished. The Darlings said that they bought this house 2 ½ years ago. The original house was built in 1789 and according to Ruth Wales is the oldest brick house in Lincoln. Carol Marsh said that there have been a series of
additions to the house and that the latest north elevation addition is not very well designed or constructed. The east entrance is the one used most of the time. The proposed additions are being considered to make a real connection of the house and the land. They are proposing to add a balcony on the north end and a wrap around porch will be taken off. There will be no harm done to the original Georgian house and they would like to make the addition light on its feet with a lot of glass to let the light in. They want to use wrap around windows on the north side and use double hung historic windows as opposed to what is now a hodge podge. She said that the clients are interested in an unobstructed view to the landscape and they had in mind that Lincoln has a modern house history. Colin Smith said that he has a problem with the modernist look issue in the Historic District, including the use of corner windows, and also felt that the siding
being planned was also a problem at this location. Lucretia Giese said that she thought the windows would be incompatible even though she could appreciate the owners’ desire for more light. Andrew Ory said that adding on to the house is not the problem but the language is the issue including horizontal steel railings. Mrs. Darling said that they thought about the house and restoring the interior of the brick house and the challenge was to have an easy flow on the first and second floors. The modernist approach was her idea and she put pressure on her architects on this issue. Mr. Darling said that they were anxious to be good neighbors and work with the Commission and that they would need to go before the ZBA because of a side yard setback and the Planning Board because of the size of the house. Ken Hurd felt that they had to look beyond their ownership of the house and do things better than before. He did not think that the
additions done to the house before would have been approved now and that they could do better this time. Chris Hosford felt that the fundamental proposal was acceptable but that the language was the problem and that they would look at the Georgian/Federal part of the house and fit additions to that. Ken Hurd said that they could come before the Commission at a future date for an informal hearing to check their progress. Lucretia Giese made a motion to continue this hearing at a future meeting. The motion was seconded by Kerry Glass. The motion passed unanimously.
Other Business:
Ephraim Flint asked the commission for help in finding a company who could install combination storm windows at 8 Bedford Road without replacing the entire window. Colin Smith said that the White Church has combination windows and he will check on the name of the manufacturer for him.
Ruth Wales has asked the members to remember to fill out the survey from the Master Planning Committee, which can be found on the website.
