Meeting Minutes
January 22, 2008, 7:30 p.m.

The meeting was called to order at 7:30 p.m. The minutes of the Jan. 8, 2008 meeting were approved as written.  

Certificate of Appropriateness Hearings:

5 Sandy Pond Road – Jamie Atkins and her architect, Matthew O’Connell, came before the members for a continuation of the Jan. 8 meeting.  The members reviewed a new plan and location for the proposed detached garage.  Mrs. Atkins said that she met with members of the Conservation Commission and they did a new overlay for the position of the garage, which was 21 feet from the lot line to give the Lattimores more of a view of the field from their studio.  The design of the garage is a Queen Anne style as is the house.  The garage size is 20’ x 20’ with an additional 5’ section in the rear for a shed with a pitched roof.  David and Jerry Lattimore continued to voice their concerns with the location of the garage.  Ruth Wales said that the placement of the garage is limited by the Conservation Restriction and wetlands setback.  Mrs. Lattimore showed the members where she would like the garage placed.  Colin Smith said that moving the garage forward would be the decision of ConCom.  Mrs. Lattimore asked that if Warren Flint said it makes no difference if the garage is moved forward, would Mrs. Atkins agree to that.  Mrs. Adkins said she would not say either way.  Ken Hurd thought that this position was a good solution for what they have been wrestling with.  Mrs. Lattimore said that her realtor told her that any change in her view of the field would lower the value of her house by 10-20%.  Colin Smith felt that the new design for the garage was fine and fit in with the house.  The only change to the design was the location of one of the doors.  Mrs. Atkins said that she would prefer doors on either side so that both sides are a mirror image.  Ken Hurd reminded Mrs. Atkins that there is a no disturb zone for 10 feet off the wall where vegetation cannot be disturbed.  The siding and asphalt shingles will match the garage to the house.  Mrs. Atkins was informed that she would need to come back to the Commission for any re-roofing which needs to be done.  Ken Hurd made a motion to grant a Certificate of Appropriateness for the detached garage with the condition that a new plan is submitted to the Commission showing the corrected door location and the final approved location of the proposed garage.  The motion was seconded by Lucretia Giese and passed unanimously.  Mrs. Atkins said that she will go back to ConCom to ask if they would agree to move the garage 5 feet closer to the house to make the Lattimores happy but said that she was not sure this change would do much to improve their view.  The HDC said that they would have no problem with ConCom moving the garage closer to the house and 25’ off the property line, if ConCom made that decision.

Inventory Discussion:

Lucretia Giese received a new financial statement from the Town and there is still substantial money available to be used and showed the members a new map done by Angela Seaborg and Ellen Meadors showing houses which have been inventoried.  The map picks up all the houses before 1800, 1801-1900, 1901 and after and modernist houses.  Lucretia and Ruth Wales will meet later this week to check the map for accuracy and work on improving it.  Jack MacLean is working on adding modern houses supplied by FoMA to his list for the Long Range Planning Committee.  He is preparing a document to summarize where the Town is with historic documentation and where the Town is going.  They need as much information to work off of as possible.  Lucretia said that she can see its value down the road but does not want this to derail the expansion of the inventory and felt that the best use of time would be in doing additional inventorying.   Ken Hurd said that he would rather see additions to the inventory move forward but ultimately see the other information made available for the Long Range Planning Committee.  Ruth gave the members a list from Mass Historical of all the houses inventoried in Lincoln and said that nothing has been inventoried since the 1970s.  Jack showed the members his list of “starred” properties that he would be working from and said that some properties can stand alone but in some instances it is important for Mass. Historical to see them in context with other buildings as an area.  Properties would be done individually but then also as an area.  On individual forms now there is a space to put the area that it is in.  He showed the members an area form filled out for the Old Concord Road/Red Rail Farm area plus a form on the barns in that area, which he has completed.  He said that he just needs to print the forms, put some pictures on them and then they are ready to be submitted to Mass. Historical.  Unlike additions to the Historic Districts, the inventory forms can be filled out and submitted without permission from the owner or Town approval.  An original and copy goes to the State and the library and a copy is kept on file in the HDC files.  Ephraim Flint asked if they would be available on line but Ruth said that computer capability is limited.  She said that if there was equipment at the Town they could be scanned but this is not available at this time.  MHC has improved their format partly due to comments from Ruth Wales.  Lucretia said that in addition to the inventories ready for the State, the Clogston house and St. Anne’s Parsonage should be added to that list and asked for a time frame for submitted all of them.  Jack said that those two properties are effectively stand along ones and said that getting photos for them could be a problem.  Colin Smith offered to take him around to get the photos for the 2 additional houses.  Jack said that only certain digital photos are acceptable to MHC and he needs to get an acceptable printer first.   Ken felt that Jack’s talent lies in the gathering of information but maybe formatting and layout is taking too much time.  Lucretia said that she will look into getting digital photos printed at the Town and look at what Angela may be able to help out with in regard to the mechanical side of inventorying.  Lucretia Giese made a motion that Jack MacLean would complete the Red Rail Farm properties, work on the Clogston and St. Anne’s Parsonage and then come back to the Commission for the next project.  The motion was seconded and approved unanimously.  

Bill Paid – One bill was paid to the Town of Lincoln for a map in the amount of $20.00.
