Meeting Minutes
July 1, 2008, 7:30 p.m.

The meeting was called to order at 7:35 p.m.  A motion was made by Kerry Glass and seconded by Ken Hurd to accept the minutes of the June 3 meeting.  The motion passed unanimously.

Demolition Plan Review:
39 North Great Road, which had a legal notice placed in the Lincoln Journal as returning to the LHC for demolition plan review has been indefinitely postponed.

Certificate of Appropriateness Hearing:
11 Trapelo Road – This hearing was a continuation of the May 6, 2008 meeting for the installation of a lamp post.  Since the owners did not show up for this meeting, it has been shelved until a time when the owners request another hearing.
Other Business:
18 Twin Pond Lane – The members reviewed a memo drafted by Lucretia Giese to the Board of Selectmen regarding the Hollingsworth Property Conservation Restriction.  The draft memo requested that the Selectmen modify the restrictions to require LHC/HDC review on architectural matters considering that a house is involved as well as a considerable parcel of land.  After a brief discussion, Lucretia Giese made a motion to accept the draft memo to the Board of Selectmen.  The motion was seconded by Ruth Wales and passed unanimously.  Lucretia will prepare the memo and a brief note to the Selectmen.
      
Lucretia Giese and Ruth Wales met with Michael Steinitz and Chris Skelly of the MHC regarding corrections to the FoMA inventory of modern houses in Lincoln.  Mr. Steinitz said that they are waiting for corrections.  The report had already been submitted to the Mass. Historical Commission when they learned that there were mistakes and they have not filed the 66 forms yet.  The importance of the inventory is that some of Lincoln’s modern houses will be identified as candidates for listing on the National Register.  Mass. Historical wants to be sure that the LHC is supportive of the FoMA recommendations.  Ruth said that the State has funds to help with National Register nominations.  MHC is eager to add houses to the National Register.  The State told Lucretia and Ruth that if the corrections to the inventory forms were made with a dated footnote identifying the amenders and approval from the Commission, they would replace the necessary pages and get the inventory filed.  Ruth Wales made a motion to send corrections to the State along with LHC approval.  The motion was seconded by Kerry Glass and unanimously approved.  Ruth Wales reported that the State had inventoried Catholic churches scheduled for closure including St. Joseph’s and intended to send the LHC a copy but that didn’t happen.  Ruth found out about it when she got a list of inventoried Lincoln properties.  

Lucretia Giese informed the members that she heard from Tim Higgins that the decision to allow alternates for the LHC as well as the HDC has moved forward at the State House. This can be the same persons for both Commissions.  Tim will inform the Commission when a decision has been reached.

Ruth Wales asked if the Commission would be willing to pay for the paper needed to print the inventory forms, which is expensive.  Kerry Glass made a motion that the Commission approves the reimbursement of the cost of the paper needed to inventory properties.  The motion was seconded by Ruth Wales and unanimously passed.

Kerry Glass is working on inventorying the property at 67 Baker Bridge Road.   She said that they have made several changes to the property including the partial demolition at the rear of the house with an addition put on.   She also brought in some pictures of road signs in other towns for historic districts.  She will bring the proposal of placing signs showing the historic districts to the Selectmen and wondered who would pay for the cost of the signs.  Ken Hurd said that the cost could come out of the CPA funds.  He also said that the Master Plan Committee is looking over 2 decades to see what is going on around town.  He felt that the large house pressure is enormous and something needs to be done to preserve smaller homes or the Town will have less diversity.  It was felt that the Commission should apply to the CPC for additional funds for continuing to add buildings to the inventory of houses.

Lucretia Giese reminded the Commission that it had visitation/oversight rights to properties with Preservation Restriction Agreements and that the Commission should plan on visiting the Marsh and Flint houses soon.

Elaine Carroll will ask Tim Higgins if the Selectmen’s office can pay for the cost to record the new Historic District map and list of properties, which would consist of 2 checks in the amount of $75 each.
