LINCOLN HOUSING COMMISSION MINUTES
September 24, 2002

Present: T. Bornstein, R. Caplan, R. Morey, B-J Scheff, G. Taylor,          
         M. Troy

Old Business:
Sandy Creighton reported that he had been willing to rent to the Sudanese young men at a reduced rent but the Friends of the Sudanese has apparently been able to obtain a unit at Lincoln Woods. Market rate for a unit similar to theirs would be about $2000/month.  They need to rent at $1700 to cover carrying costs. The Creightons are interested in exploring rental through the Concord Housing Authority (Section 8). Taylor reminded him that the Accessory Apartment agreement allows the flexibility to rent at full market for any 5 out of 10 years.

The Selectmen have scheduled informational meetings on the Aunt Sadie's proposal for October 23rd and on the Rte. 117 gas station for October 24th.

Caplan reported that our request for transfer of 30 Sunnyside Lane is caught between the Highway Department, which claims to have sent the release to the Division of Capital Assets Management, and Steve Andrews of DCAM, who claims they haven't gotten the release. We were told over a year ago that the property had been transferred to DCA. Caplan will call Susan Fargo.

New Business
Tim Bornstein will represent this committee on the Community Preservation Committee.

Discussion with the Rural Land Foundation and the Lincoln Foundation about the need to have a process in place for responding to development plans. We need to develop a housing strategy, i.e. a Master Plan. The RLF has established a housing sub-committee to look at possible properties that might be developed.  LF will raise funds once a specific proposal is identified. The Selectmen have proposed establishing a committee charged with developing a Housing Master Plan. Taylor led a discussion of committee membership and charge. (See attached outline)  Preston suggested that the Lincoln Foundation would respond positively to a specific proposal to fund a professional to staff Committee and pull together the Plan.

Meeting adjourned at 8:50AM
