July 22, 2003

Old Business:
75 Tower Road: Per M. Moore the only choice is to rehab because of the distance to the town well.
Ø House is in sound condition, however the following must be done:
o House to be de-leaded.
o Windows replaced.
o Floors refinished.
o Kitchen floor and cabinets replaced, new refrigerator and stove.
o Re painted inside and out.
Ø Possible funding sources for the rehab are: HOME funds, Codman Trust, Lincoln Foundation and State rehab dollars. E. Midgley is gathering cost estimates. Caplan will contact Minuteman Vocational for help. Scheff will contact State.
Ø As of today 17 applications have been requested and two completed applications have been received. Lottery will be held on August 4 at Noon.
No news on the BIIC property, the Mall area or Sunnyside.
Scheff will develop the “charge” for the Accessory Apartment Taskforce. Taylor suggested having a Planning Board member as well as representatives form the ZBA, Historical Commission. Participation by Sandy Creighton would be very helpful.
New Business:
Response to Selectmen’s request for preliminary discussion items for State of the Town meeting to be held this Fall.
Ø Goals which have been met: Comprehensive Housing Plan was accepted by Town Meeting and has been approved by DHCD; Sunnyside Lane proposal was also approved as was the CPA funding proposal. The Commission has developed a lottery system to establish a waiting list for housing and is monitoring Battle road farm for an opportunity to “buy down” a unit.
Ø Objectives: Continue Sunnyside acquisitions, plan for apartment complex at Lincoln Mall, rehab of 75 Tower Road, develop Accessory Apartment program and get state approval under LIP, work with taskforce to find solution to the needs of elderly residents.
CPA proposal for next Town Meeting is due October 1, 2003. We will need to have cost estimates on the projected Sunnyside Lane plans including adding an accessory apartment and building a new two unit house; additional “buy down”.
There are four applicants for the vacant Housing Commission positions. Selectmen will conduct interviews in September and then make the appointments.
