LINCOLN HOUSING COMMISSION MINUTES
January 14, 2003

Present: T. Bornstein, R. Caplan, R. Morey, B-J Scheff, G. Taylor, M. Troy
Minutes: Nov 12 and Nov 26, 2002 Approved.  Dec 10 Approved with corrections
Dec 24 meeting canceled.

Old Business:
30 Sunnyside Lane: No news.
40B applications: Neither Rt.117 site has filed. The gas station site is expected to file an application for 12 units in February. The Conservation Commission has made the owners of Aunt Sadie's aware of a vernal pool and wetlands that may extent on to the property from the adjacent property.
BIIC: The new owners are open to discussions of housing options with the Town.
Farrington Memorial: Taylor suggested that the RLF be requested to contact Farrington re future plans.
75 Tower Road: Earl Midgely reported that Mrs. Murphy has moved to a nursing facility.  Scheff will meet with her son to discuss the situation.
Lottery: Caplan and Bornstein will submit a proposal for a lottery system to be adopted by the Commission.

New Business:
75 Tower Road: Taylor suggested that the Commission explore the possibility of adding an accessory apartment to the house. Midgely will be asked to check on the capacity of the septic system and the ZBA will be approached.
Comprehensive Housing Plan Task Force: Hearing on the draft of the Plan will be held on Feb 6th in the Donaldson Room at 7:30 P.M. At this time the priorities are: buy downs of existing units; adding accessory apartments to the affordable pool; and development of 15-20 units of rental housing.
New regulations for accessory apartments: requires a 15 year commitment which does not follow the transfer of the property.
CHAPA: Bornstein will contact CHAPA about the recent meeting. We are receiving notices too late to attend.
Town Report: Taylor will send Scheff a copy of last year's housing report.
