Lincoln Housing Commission Minutes

January 6, 2004


Present:  G. Georges, A. Kalisky,  B. Scheff, M. Troy, B Wolf. E. Midgely joined later.

Minutes:  The minutes for Nov. 25th and Dec. 9th were approved.

Tower Rd. homes updates:  At 75 Tower Rd. all the work is completed, including the
porch.  Most bills have been submitted and costs are expected to be under budget.  The new tenants have moved in.  It was felt the recent Lincoln Journal article covering the renovation project had been good.  The lease remains to be signed, which will be handled by Executive Secretary Tim Higgins.

E. Midgely submitted an estimate regarding work to be undertaken at 65 Tower Rd.   Major renovations had been performed in the late ‘80s so most work anticipated is in repair and replacement, although the addition of a half-bath upstairs would be desirable.  The total cost would come to about $30,000.

Sunnyside Lane:  Scheff hasn’t heard whether the closing has taken place regarding these lots; she assumes that it will occur in the near future.

Georges presented preliminary estimates for these properties.  These assume the existing 4-bedroom house at 30 Sunnyside remains, with the later addition of a 1-bedroom apartment of about 700 sq. ft.  A modest 4-bedroom home, also with a 1-bedroom apt., would be built on the empty lot.  There would be no garages.  It is hoped that a combined septic system to support a total of 10 bedrooms on the two house lots can be built on the conserved lot.  Modular construction, rather than stick-built, is being considered.

30 Sunnyside has received some recent renovations.  There is no lead problem.  Most work is largely uncomplicated, estimated at about $50,000.  To construct an apartment, with separate heat & utilities, is estimated to be about $70,000.  Including design costs, the total for this property is about $132,000.

To build the new home and apartment on the empty lot would run about $296,000.  Assuming a joint septic system estimated at $50,000, the total project cost is anticipated to be about $479,000.

CPA application.  Scheff reported that Tim Higgins has suggested that repairs to 65 Tower Rd. might be performed with town capital planning funds rather than CPA funds.  Scheff will prepare a revised submission for the Community Preservation Committee.  Scheff, Troy and Wolf will attend the CPC meeting.
