Housing Commission Minutes

March 9, 2004

Present:  R. Caplan, G. Georges, A. Kalisky, BJ Scheff, B. Wolf

Bills were paid.

Greenridge Condominiums:  The meeting with the Greenridge condominium owners is all arranged for Mar. 16 to review the buydown proposal.  So far, all seem receptive, but it will remain in open process.  The Town Meeting CPA article is being revised to reflect the buydown change from Battle Farm to Greenridge.

Sunnyside Lane:  The deeds are being processed and should be in the Town’s hands by Town Meeting.  

There seems to be no problem in expanding the existing pumped system design.  Design costs are estimated to be about $2,000.  Bids for the new system may run about $30-35,000.  Georges noted that we need to find out about annual maintenance costs.  

Eventually, several town boards will need to review & approve plans, including Planning Board, Board of Appeals, Conservation Com., and Board of Health.  Need to get a timeline going.

Scheff passed around copies of house design concepts drafted by the State.  Caplan reported on her day at New England Homes checking out options.  The group visit to the Sunnyside site and to Lowell with one builder was noted. Georges presented a draft proposal outlining specifications for the home and accessory apartment planned for the vacant lot.  He will further refine it toward soliciting RFPs.  Scheff will check with M. Whitehead about the need for an environmental impact statement.

Earl Midgely noted that we need to get a lot line survey which also establishes the location of the existing house.  In addition, a floor plan of the house will be needed to plan for an accessory apartment.   The survey cost is too small to require bidding; Midgely will look into obtaining a survey on all the lots.

Other Housing Options:  There was a brief discussion of other housing opportunities which might arise in town – small homes, Ryan Estate condos, etc.

Executive Session:  At 8:45 a.m., on a unanimous vote, the Commission voted to adjourn the open session to meet in executive session for the purpose of discussing possible litigation, and not to return to open session.

Meeting adjourned at 8:50 p.m.

The next meeting is March  23, 2004, at 7:30 a.m.
