Housing Commission

March 23, 2004


Present:  R. Caplan, G. Georges, A. Kalisky, BJ Scheff, M. Troy, and B. Wolf

Minutes:  The minutes for February 24th were approved.

Town Meeting Presentation:  Scheff outlined her Town Meeting presentation under the CPC warrant article regarding funds for Greenridge and Sunnyside.  Slides have been prepared showing various housing design concepts.  It is hoped that the switch of CPA funds to Greenridge will be largely pro forma.

Sunnyside Lane:  Tim Higgins has reported receiving an offer from a town resident to buy the Sunnyside lane lot.  However, the potential buyer was informed that this was not possible due to State restrictions on the land transfer to the Town and the Town’s plans to construct affordable housing.

An informational letter dated March 20 to Sunnyside Lane area residents was sent from the Commission describing the project status.  A suggestion has been received to include garages in the plans and/or to require any parking to be restricted to the rear of the homes.  It does not seem garages will be economically possible under current plans.

Regarding drafting specification for an RFP, Georges asked how specific he should be on construction details or requirements.  It was agreed that we should keep it as general as possible, aside from the obvious, such as number of bedrooms, etc.

Greenridge:  Details regarding the purchase and buydown of the Greenridge condominium are still being worked out.  Assuming Town Meeting approves the use of CPA funds, efforts to finalize the buydown will go forward.

Minuteman Commons, North Lincoln.  The proposed rezoning of 3.6 acres of land  on Virginia Rd. in North Lincoln for a 55+ condomium development of 28 units was discussed.  It was noted that the Housing Commission had only become aware of the proposal at the same time as the rest of the town, and that the project included no affordable units.  At the time of the Planning Board’s public hearing on the proposal on March 10th, the developers had been invited to meet with this Commission at this meeting.  It was thought that they had accepted.  Although the members had a number of problems with the proposed development, it was unanimously agreed that it could not even be considered unless a minimum of 25% of the units were affordable.

The meeting was adjourned at 8:45 a.m.

The next meeting will be April 13, 2004 at 7:30 a.m.
