Lincoln Housing Commission Minutes

June 8, 2004

Present:  R. Caplan, V. Diadiuk, G. Georges, A. Kalisky, BJ Scheff, B. Wolf

Minutes:  The minutes of May 11 and May 27  were approved with minor corrections.

Bills:  A water bill of $232 for 75 Tower Rd. was paid.

GreenRidge:  Scheff stated that all papers will be filed today for HOME and LIP approvals.  The Lincoln Foundation now owns the condominium.  It is hoped that the closing to the new owner will occur soon.  Restrictions have been written regarding salary guidelines, future sales, etc.

Tower Rd.:  Earl Midgely reported that except for a minor water leak there have been no problems.  However, due to the severe winter, all the new landscaping installed last fall has died.

Sunnyside:  The septic system at 30 Sunnyside has been installed, although it had to be relocated from its original design location because of ledge.  This may affect the future location of the planned accessory apartment. A septic design has been prepared for lot 41 Sunnyside. Midgely noted that the builder of the 30 Sunnyside system is willing to construct this new system as well.  However, other bids are being obtained as well.

Scheff reported that she has met with Brooks Mostue, our advisory architect, who has worked with modular housing and is familiar with state regulations & requirements.  Mostue is contacting the State regarding its housing designs for possible use.  There is some possibility that he may have a summer intern in his office who can work on the project.  He also observed that a civil engineer will probably be needed eventually to locate the foundation.

The current proposed plan of lot 41 Sunnyside shows a long driveway to a house site toward the rear of the property.  This site was chosen to accommodate the septic design, save an existing tree, and to meet neighborhood concerns regarding visibility.  Georges expressed concern that this would lead to significant costs for utility installation and future maintenance, such as plowing.  It was agreed that Mostue’s help will be useful in looking at other possible locations on the lot.  Another town staff meeting is scheduled for June 23 to go over planning.  Georges will attend.

New Account:  It was noted that as of July 1, the Commission will have a revolving fund to receive rents and to pay maintenance bills, as approved at Town Meeting.

Minuteman Commons:  Georges asked how Minuteman Commons was proposing to restrict its planned development to 55+ given state law requiring a minimum of 5 acres for such projects.  The property is about 3.6 acres.  He commented on two development proposals that he knew of that were not able to proceed because of this requirement.  As approved at Town Meeting, special legislation is to be filed to waive this restriction.   Inquiries will be made of the Planning Board as to the status of this waiver.

The meeting was adjourned at 8:45 a.m.

The next meetings will be June 22 and July 13, at 7:30 a.m.
