Lincoln Housing Commission Minutes
June 22, 2004

Minutes: The minutes of June 8 were approved.
Accessory Apartment Questionnaire: Scheff circulated a draft letter the Accessory Apartment Taskforce is proposing to mail to owners of already permitted accessory apartments. There are currently about 70+ such apartments. The questionnaire seeks to assess possible owner interest in a program which would allow these apartments to be counted as “affordable” housing. A few minor changes were proposed in the draft.
Inclusionary Zoning: Wolf reported on a recent Planning Board meeting which briefly addressed the concept of inclusionary zoning. Such zoning might require a development of a certain size to set aside either property or funds to allow the provision of affordable housing. This might be a topic for this fall’s “State of the Town” meeting.
Greenridge: Scheff stated that the Selectmen have signed off on the LIP and HOME applications and that all forms has been sent in. The closing is set for June 25, but may wait until the following week depending on when the paperwork is finalized.
Sunnyside Lane: Georges and Scheff will attend the staff meeting tomorrow morning to go over planning.
Minuteman Commons: Wolf reported that the developers have met with the Planning Board to go over revisions and to schedule the final approval process. Plans now show 4 buildings, underground parking for one car/unit, and a central driveway. More perc tests are being done for the septic system. The developers insist financing is underway and that all papers necessary for special legislation to restrict the development to 55+ are in Sen. Fargo’s office. They hope to hold the necessary public hearing next month and eventually to break ground this fall. However, there is some feeling this is an ambitious schedule.
Other developable properties: The status of the BIIC and the Farrington Memorial properties is unknown. Caplan will follow up.
