Housing Commission Minutes

Minutes: The minutes of Dec. 14, 2004 were approved.
Sunnyside: No progress was made with the architect at the last meeting. The next meeting is scheduled for Jan. 21st.
Accessory Apartment Task Force: Scheff reported that the Task Force has prepared a draft agreement for owners that would restrict affordable apartments to renters at 80% of median income for the Greater Boston area. They would like to go to 100% of Greater Boston median, which would still be lower than Lincoln median. There is a need for some flexibility. Apartment owners would choose the tenants. This program might be able to cover properties rented to employees of local non-profits. There are various mechanisms for establishing eligibility. Owners would not receive any tax breaks for the affordable apartment. However, consideration is being given toward granting a $1,000 ÒhonorariumÓ annually. Commission members felt this might better be called an Òaffordable housing subsidyÓ rather than Òhonorarium.Ó
CPA: Scheff stated that she is negotiating our request with the CPC. There is some discussion as to whether to fully fund the total Sunnyside project now, or should some funds be reserved for buy-downs, especially as two units at Minuteman Commons may become available. The Lincoln Foundation’s fundraising also must be taken into consideration.
H.O.M.E.: Less funds will be available through H.O.M.E. this year.
