Housing Commission Minutes
May 24, 2005
Present: Rayna Caplan, Avram Kalisky, BJ Scheff and Bryce Wolf
Bills: Bills were paid in the amount of $285 for landscaping cleanup at 65 Tower Rd. and $750 for annual CHAPA membership dues.
Sunnyside: Much appreciation was expressed for the help Tom Gumbart and Angela Kearney, Conservation Commission staff, provided getting the Sunnyside plans ready for last week’s hearings. Tom advised on the application, the wetlands issues, and the relocation of the trail. Angela prepared a very helpful landscaping concept plan for the property. The relocation of the trail off the lot appears to be a win-win for both the neighborhood and the future tenants.
Overall it seemed all the hearings went well. No controversial issues arose at either the Conservation or Planning Board hearings. Ken Hurd of the Planning Board did point out a potential roof problem that has been referred to the project’s architects. The Conservation Commission’s certificate will be issued soon and Planning Board member David Reis made a positive recommendation at the the ZBA hearing. Several neighbors were present at the ZBA hearing, expressing concerns about wetlands, roof height and street drainage. Caplan reported that the Disabilities Commission has approved the apartment. The ZBA has continued its hearing on this matter until June 6. We have now agreed to propose a somewhat lower roof line line as devised by our architects.
Revolving Fund: Scheff noted that some charges (various maintenance) and additions (Codman) are still showing up in our revolving fund. She will take the matter up with Chris Coleman.
Rental Policy: It was agreed that we need to draft an overall rental policy for our units concerning maintenance items such as plowing and mowing, and payment for utilities including water, trash collection. It was agreed that refrigerators would be provided to units but not washers or dryers.
Affordable Accessory Apartments: We need to draft a town-landlord agreement for affordable apartments. Scheff or Caplan will contact Marlborough regarding their agreement, and Scheff will call DHCD about using 100% median income rather than 80% for affordability determinations.
