Housing Commission Minutes

June 28, 2005


Present:  Rayna Caplan, George Georges, BJ Scheff and Bryce Wolf.  Also Mark Whitehead, Town Planner.

Minutes:  The minutes of May 10th and 28th were approved.

Affordable Accessory Apartments:  Two apartments appear to be in the pipeline for affordable rentals.  Scheff and Tim Higgins are working toward getting DHCD approval to use 100% of median income instead of 80% in determining eligiblity of tenants and rent levels.  Scheff, Higgins and Mark Whitehead are also working on preparing an affordable accessory apartment owner’s agreement.  Tenant applications will be channeled to Scheff through Town Offices.  Whitehead expects to receive affordable accessory apartment information from Marlborough shortly.  Wolf and Whitehead will attempt to prepare some sort of checklist to assist homeowners interested in pursuing approval for an affordable accessory apartment.

Developments Around Town:  The RLF is apparently considering several concepts for development at the Mall. Private development plans are also under consideration for the Kennedy property on the Lincoln/Waltham border.  There is some suggestion this might be a 40B proposal.  Construction on Minuteman Commons is underway.  The first foundation is in; work has begun on the second.  The final documents are still being refined.

Maintenance of Town-owned Properties:  It was agreed that the Commission needs to establish a consistent policy regarding exterior landscape maintenance for residences.  As it is now, some tenants do their own lawnmowing and other chores, others do not.

Sunnyside Project:  Tom Gumbart and Earl Midgely joined the meeting.  Whitehead reported that Jill Sullivan of Blackstone Block expects to have a draft RFP ready by July 12th.  It was agreed that a meeting of the building committee members will be held the morning of July 14th to review the RFP.  It was reaffirmed that dishwashers, but not washers and dryers, would be provided to the units.  In accordance with the Building Inspector’s preferences, two separate lines will be constructed to the septic system.  Chris Coleman will be handling the bidding process.  The septic system installation will be a separate contract.  No formal bidding process will be required, only three quotations, as total costs for septic will be less than $25,000.

The meeting adjourned at 9:00 a.m.

The next meetings are July 19th and August 16th at 7:30 a.m.
