Housing Commission Minutes
November 11, 2005
Present: Rayna Caplan, Avram Kalisky, BJ Scheff, Bryce Wolf.
Minutes: The minutes of October 25 were approved.
Naiman Accessory Apartment: Scheff reported that although DHCD has yet to approve Lincoln’s affordable accessory apartment program, apartments are proceeding. She passed around a proposed agreement for the Naiman apartment for review. The apartment will be restricted to qualifying tenants when no longer occupied by the Naiman parents. The draft seemed satisfactory if the meaning of the word “tolled” guarantees this.
Marketing of Affordable Apartments: This was briefly discussed, noting that we will maintain a list of interested renters & apartments as available. The Town website might also be used. Scheff will discuss this further with the Accessory Apartment Task Force.
H.O.M.E. Meeting: A rather last minutes notice of an upcoming HOME meeting on Nov. 10 was passed around in the hope that someone could attend. Wolf will attempt to do so.
Sunnyside: The second round of bidding has begun, with a deadline of Nov. 14th. It is expected that there will be at least 2-3 bidders this time.
Sam Rappaport presented a preliminary plan for an apartment addition onto the existing home on the second lot. The proposed unit would be 1-bedroom, of about 750 sq. ft. to the left side behind the main structure (the new septic system occupies the right side of the lot). It could possibly be modular, or built by Minuteman students. Caplan had number of comments regarding the design and suggested that Rappaport visit her apartment for some ideas regarding layout, closets, storage, etc. The plan will be passed on to Georges for his thoughts. Next steps involve a survey and elevations. Much appreciation was expressed to Rappaport for his work so far.
