Housing Commission Minutes
February 28, 2006
Present: Avram Kalisky, BJ Scheff, Bryce Wolf.
Housing Trust: Scheff reported that town counsel will meet with us at the March 14 meeting to discuss the details of the proposed Housing Trust.
Proposed Accessory Apartment Bylaw Amendment: It would seem that there is only modest enthusiasm for the proposed accessory apartment bylaw amendment which would limit the annual number of apartments permitted to two per year unless they were restricted as affordable. Scheff noted that the State has not yet responded to our proposed affordable accessory apartment program.
Kalisky Concept for Lincoln Woods Development: Kalisky explained that his concept arose out of planning the Council on Aging has undertaken toward meeting the needs of aging boomers. It was hoped that this planning would be assumed by the yet-to-be-formed Senior Housing Task Force. In general, the proposal would add 3rd-floor apartments and a senior center to Lincoln Woods, while reworking its financial and governance structure. The proposal is interesting but complex; the question arises: how to begin discussion? Clearly a conversation is needed with the Lincoln Foundation, Rural Land Foundation, and others to pursue this idea.
Sunnyside Apartment: Earl Midgely and Sam Rappaport joined the meeting. Midgely reported that some test digging had been done on the site and that it seems a 4’ crawlspace will fit in the proposed location. Rappaport will have 3 copies of the plans ready before the meeting on March 14. Wolf will follow through on applications to the Planning Board and ZBA. Scheff will arrange a neighborhood meeting.
