Presentation by WATCH:
WATCH, founded in 1988, is a non-profit organization, which provides assistance to communities for affordable housing. Most of the projects are small-scale developments, usually two units. Since the mid-90 s they have been building projects as a developer. They receive financial support from churches, banks, foundations and the towns through the HOME Consortium.
They worked with the Housing Trust for Belmont, to construct 37 units on town-owned property on Bee St. (G&G Construction & Pope). WATCH holds the deed restrictions on these units. The Housing Stabilization Fund provides $50,000 per unit.
Marthews suggested the Housing Commission would be interested in the First Time Homebuyer Program because of Minuteman Commons, classes can be held, and information provided to prospective buyers.
WATCH is open to the idea of running the lottery for the rental units. WATCH does not keep a running wait list. They would do background checks on applicants and assure that DHCD regulations are met in regard to 40B standards so that the units count towards the town s inventory.
The meeting was adjourned at 9 a.m.
The next meetings are scheduled for May 9 and 23, 2006
